GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Operational Department.

JOB ENVIRONMENT AND GENERAL OBJECTIVE

Within the Operational Department, the Security Focal Point position has the general objective of improving security risk management within MSF-OCBA operations and internationally by supporting and advising the line management.

The Security Focal Point reports hierarchically to the Director of Operations. Under the guidance and in close coordination with the DirOps, this position acts as “Security Focal Point” of MSF OCBA, is the coordinator of the Security Advisory Group and provides functional support to the other security advisors and mobile support technicians of the OPS department as well as to the Logistic Applied Security Advisor.

The position represents OCBA at the Intersectional platform of Security Advisors (SFPs).

MAIN RESPONSABILITIES, FUNCTIONS AND TASKS

1. Advising on the risk analysis and its management in correspondence with the operational strategy

  • Support the adherence to the ISA Agreement (Directors of Operations Inter-Security Agreement) and the progress of some action points identified internally
  • Advise on risk assessment, acceptance & perception actions, mitigation measures and networking especially for missions in Insecure Contexts.
  • Provide input for ops strategy and give specific input in high Insecure context.
  • Make recommendations to the line management on specific issues raised after debriefing of key staff mainly HoM/depHoM/logco/FC.
  • Participate to the Security Core Group (SCG).
  • Follow up the update of Risk Analysis, Critical Incidents preparedness & simulation, and recommendations of the SCG.
  • Develop security reference docs and promote adherence of Mission Security documents.
  • Coordinate/Participate on design of security related hardware ensuring they are adapted to the context of intervention for field support.

2. Coordination of the security advisory group

  • Under the guidance of and in close coordination with Direction of Operations, defines the priorities and action plan of the security advisory group and mobilises the members of the group to achieve the objectives set.
  • Advises the other security advisors and mobile support technicians of the OPS department, as well as the Logistic Applied Security Advisor, on knowledge and field support.

3. Advising on the analysis of security/safety incidents and sharing of lessons learnt

  • Give inputs to the analysis of severe and Critical Incidents, to lessons learned reviews and post-incident analysis.
  • Participate to outcomes of lessons learned reviews and post-incident analysis of Critical Incidents internally and at international level.
  • Advise on analysis of security incident and type of measures to be taken reported by the missions and if opportune from trend and transversal lessons learnt.
  • Ensure that the Reporting system (Sindy administrator) is functional and used by the missions.
  • Promote the initiative of sharing analysis of the security incidents with other OCs already mentioned in the Security Policy and in the ISA Agreement.
  • Participate to the elaboration of the annual RIOD International Security Report.

4. Advising on improvement of skills in risk security management especially for key positions

  • Prepare new comers (PPD) in security (MSF and individual responsibilities in security) with the Operations learning referent.
  • Give inputs for the design of security trainings (FC/HoM) and facilitate modules in coordination with the Operations learning referent.
  • Brief FC/HOM/DepHOM/Logco and other positions if requested.
  • Give inputs to the Applied Security course for field logistician and logistical coordinators.

5. Supporting the general implementation of risk security management

  • Ensure adherence to the Security policy.
  • Support the preparedness of Critical Incident Management and simulations.
  • Update the crisis management pool (CMP) list.
  • Follow up of the informed consent process, HR restrictions and RIS (Risk Information Sheet).

SELECTION CRITERIA

  • At least 5 years of field experience in a managerial position.
  • Experience in risk security management supporting operations and in managing security in highly insecure context.
  • Previous experience in the humanitarian sector.
  • Previous experience with MSF is an asset.
  • Fluent in English. French, Spanish desirable, other languages appreciated.
  • Highly motivated and interested in the humanitarian sector.
  • Availability to travel to the field.
  • Flexibility with working hours.

CONDITIONS

  • Position based in MSF offices in either Barcelona or Dakar.
  • Minimum commitment with the position of 3 years.
  • Salary conditions and secondary benefits will be subject to MSF-OCBA Rewards Policy in the country of destination.
  • Starting date: ASAP.
