Security Manager, Moldova At HelpAge International

As one of the few INGOs with an operational presence in Ukraine, we are already responding with initial life-saving activities in the Donetsk and Luhansk Regions, with the intention to scale-up assistance in the central and western regions of Ukraine. We have also launched a programme to support refugees arriving in Moldova, where we also already have a presence, and are investigating a further response in Poland.

We are now seeking passionate, professional and experienced humanitarian professionals to support our response to the crisis. We are looking for talent which thrives in collaborating with others (inside HelpAge International and beyond) and who can work in agile ways and across boundaries.

Key areas for impact, influence and responsibility

The Security Manager will be responsible for managing all aspects of the security operations in Ukraine, Moldova and Poland. In collaboration with other departments they will develop a comprehensive safety and security plan, implement security protocols and procedures for personnel, property, and premises in designated area and ensure all staff are properly oriented and trained in these procedures.

  • Develop security briefing materials for new staff and visitors, and update them as often as required by changing circumstances.
  • Ensure safe operations of transportation, preventive and necessary maintenance of vehicles, and facilities including office premises, residences, etc.
  • Update, communicate and arrange training for staff to maintain the highest level of security at all times.
  • Issue security bulletines regularly and hold breifing sessions for discussion on security issues.
  • Maintain close liaison with local police, military and other security agencies in order to learn about the security situation regularly.
  • Establish and maintain a schedule of preventive maintenance for all vehicles to be followed by including checking water, fuel, oil, brake fluid, battery, radiator, and tires rotate tires on regular basis.
  • Check with external agencies (UN, government offices, police and military) and internal sources (other staff, radio, foreign embassies) on security situation for daily operations and make decisions on staff movements and precautions. Keep security prcedures updated and communicated to all staff.
  • Ensure security policies and procedures are followed by all concerned at all levels.

You will be someone with:

Essential

  • A minimum 3-5 years experience with security matters and be well connected to good sources of information about security situations.
  • Strong analytical skills and demonstated ability to make decisions .
  • Excellent interpersonal skills and demonstrated ability to work in insecure environments is critical.
  • Extensive knowledge of International Security Best Practices in Emergencies including Sphere Manual
  • Strong oral and written English language communication skills required.
  • Considerable experience using communications and equipment (VHF, HF, Sat Phones, etc.)

Desirable

  • Written and verbal Russian skills
  • Previous experience of working in Eastern Europe and/or Ukraine
  • Previous experience of working with older people
