Security Officer Consortiums At Action against Hunger Spain

The main objectives of the Security Officer position are:

1) Ensure the implementation and contextual adaptation of the security policies and procedures of Action Against Hunger in Colombia, within the framework of the implementation of the consortia, guaranteeing that everything related to security is aligned with the organization’s guidelines.

2) Guarantee strict monitoring of Security Plans in all Action Against Hunger activities in Colombia, within the framework of the implementation of the consortia, in order to mitigate security incidents as much as possible and reduce exposure to threats; and in the event of an incident, ensure its timely, rapid and effective monitoring and treatment, in order to solve it in a timely manner.

3) Ensure the initial and continuous training of all Action Against Hunger in Colombia personnel who are part of the consortia regarding security, including inductions for new recruits and security briefings for visitors.

4) Establish and develop links with other national and international NGOs, UN agencies, and other external actors in matters of security to ensure inter-institutional coordination and obtain information and security analysis that allow the correct execution of Action against operations. Hunger in Colombia.

The main activities you will perform are the following:

Ensure the implementation and contextual adaptation of the security policies and procedures of Action Against Hunger in Colombia, within the framework of work in consortia.

  • Under the leadership of the Logistics Coordination (CoordoLog) and the country management (DP), based on the security policies and procedures of Action Against Hunger, it leads the design of the “Colombia Mission Security Strategy” that contributes to the development of the Country Strategy of the Colombia Mission and the achievement of its positioning and growth objectives.
  • Monitors, updates and presents monthly to CoordoLog, the progress and results of the “Security Strategy of Cosortia”
  • Organizes and presents quarterly to the Coordolog and Project Managers the progress and results of the “Consortium Security Strategy”.
  • The security situation in the country and in the Action Against Hunger intervention regions is constantly updated (media monitoring)

Guarantee strict monitoring of Security Plans and Minimum Security Plans in all Action Against Hunger activities in Colombia working in Cosorcios.

  • Under the leadership of CoordoLog, it participates in the design, adaptation and writing of the Security Plans for Action against Hunger in Colombia.
  • Under the leadership of CoordoLog, it participates in the design, adaptation and writing of the minimum Security Action Against Hunger in Colombia, for work in consortia.
  • Ensures the implementation and monitoring of the Action Against Hunger Security Plans and minimums in Colombia and supervises strict compliance with them, immediately reporting any deviation.
  • Lead with each Security Focal Point the performance of context analysis, identifying security trends and risks in order to adapt Security Plans and mitigate risks
  • Supports the Logistics Coordination in everything related to security (management and training of personnel, offices, vehicles, warehouses, etc.)
  • Accompanies and remains informed of the monitoring and analysis of the security situation carried out by the Security Focal Points through the creation of information networks and the permanent collection of information from various sources (organization personnel, UN, NGOs, local authorities, etc.)
  • Manage the WhatsApp group under the guidelines established in the specific related procedure.
  • Coordinates the management of the Security ADS tool, ensuring its use in a timely manner.
  • Ensures the correct visibility of the organization in its field actions (visibility in vehicles, boats, equipment, flags, vests, identification, etc.)
  • Ensures the correct management of telecommunications mechanisms and inputs (satellite phones, cell phones, internet, etc.)
  • Ensures the georeferencing of the areas where work is carried out in office, warehouse and parking consortiums.
  • Ensures the geolocation of vehicles and boats, and constantly monitors their use (speed control, maintenance, etc.)
  • Validates the security elements of hotel suppliers used by national and expatriate staff (including visitors)

Ensure the initial and continuous training of all Action Against Hunger personnel in Colombia regarding Security.

  • Ensures the initial training (induction) and safety briefing of all new people who make up the Action Against Hunger team. This action is carried out in coordination with HR and the corresponding department to which the new worker joins.
  • Leads and ensures the continuous training of all the people of Action Against Hunger, establishing within the “Security Strategy of the Colombia Mission” a “Security Training Plan” with its schedule of activities and budget.
  • Ensures the constant training of the security references defined for each office or sub-office where the consortium works.
  • Capitalize on the recommendations and learnings from the final evaluations of each training to adapt and improve each security training activity
  • Actively seeks training and security training updates in the sector and proposes their integration into the Security Training Plan
  • Supports the Logistics Coordinator in identifying security training needs so that all personnel under their charge have the necessary preparation to manage security and reduce exposure to threats.
  • Ensures the security briefing of all people who visit the Action Against Hunger mission in Colombia (headquarters, journalists, volunteers, donors, stakeholders, etc.) and ensures monitoring and contact with said people during their stays, informing CoordoLog of any detour in the pre-established agenda

Establish and develop links with UN agencies, national and international NGOs and other external security actors.

  • Establishes useful working alliances for security elements, identifying new actors and stakeholders and possible partnership and joint work relationships, favoring consortium work.
  • Leads the monitoring and analysis of the security situation through the creation of an information network and the permanent collection of information from various sources (UNDSS, UN agencies, embassies, NGOs, national authorities, etc.)
  • Leads the Critical Incident Management Team and the creation of the critical incident management protocol

Does this description fit you?

  1. Professional in areas related to security management in Humanitarian Aid organizations or UN agencies.
  2. Demonstrated experience of at least three (3) years in security management projects (Safety & Security) is desirable, ideally in the humanitarian aid or development sector. Demonstrated experience working in the areas of conflict and migration. Experience in project logistics management.
  3. Knowledge of security management in the humanitarian aid or development sector. Valued, specific training in Logistics in the humanitarian aid or development sector.
  4. Languages: Intermediate level of spoken and written English is desirable.
  5. Office automation and specific systems: Office package domain. Knowledge of ICT tools and openness to their innovative use is valued.
  6. Mobility: Availability for geographic mobility (travel to work areas, specific support thereto). Driving license.
  7. Desirable: General knowledge of the organization and its sectors of intervention; experience in Latin America.
  8. Commitments to gender equality and zero tolerance for abuse: Previous experience on issues related to the promotion of gender equality or personal commitment to gender equality is valuable.
