Overview of position:

  • Under the overall supervision of the Chief of Party & under the direct supervision of the Field Security Officer in Chuuk, Federated States of Micronesia, the successful candidate will assist in the implementation of security operations, appropriate measures for the safety, security of both our clients personnel, the delivery of relief & recovery assistance for the Typhoon Wutip response.

Role objectives:

  • Assist in the implementation of logistics, facilities maintenance, asset administration, transport support within established internal control mechanism.
  • Deploy effective, reliable vehicles for transporting personnel, materials & equipment needed in program implementation.
  • Contribute to the implementation of permanent procedures for asset administration that are compliant to our clients general instructions, policies & donor requirements.
  • Establish, monitor a tracking system for commodities, supplies, equipment & project assets in the sub office.
  • Coordinate regular maintenance of all vehicles, vessels, ensures that they are registered, insured, etc., arrange for repair of vehicles & vessels.
  • Advise staff, passengers on safe operating practices for vehicles & vessels.
  • Provides security briefings, cultural orientation for new staff, provide regular security briefings, updates to staff, provide radio training to users, operators on radio handling & proper radio voice procedures.
  • Coordinate with the our clients Staff Security Unit (SSU) to support adherence to staff safety & security guidelines.
  • Maintain relationships with Chuuk state & FSM National Police regarding security trends, areas of concern, as required, ensure their capacity support during monitoring, delegation visits, distributions of relief & reconstruction materials.
  • Oversee use of safety equipment & ensures protocols are followed, daily weather monitoring for boat safety.
  • Advise staff on travel related regulations & policies.
  • Maintain, provide incident reports (traffic accidents, safety / security incidents, etc.), maintain regular coordination with United Nations Department of Safety & Security (UNDSS) for exchange of security related information.
  • Strictly adhere to our clients policies, procedures including prevention of sexual exploitation & abuse and promotion of a respectful work environment.
  • Travel at the request and approval of the Chief of the Mission (CoM).
  • Perform such other duties as may be assigned.

Project reporting:

  • This role works under the overall supervision of the Chief of Party & under the direct supervision of the Field Security Officer in Chuuk, Federated States of Micronesia.

Key competencies:

  • Bachelor’s Degree in any Social Sciences including Human Resources, Business Administration, Psychology, or any Security related field with at least 4 years of relevant professional experience or High School Certificate with 6 years of relevant work experience.
  • At least 2 years of experience in security & related field of work.
  • Experience in emergency services, development, or disaster related fields is preferred.
  • Experience working with govt., NGO & / or international organization is advantageous.
  • Knowledge of relevant security procedures & protocols.
  • Good technical radio operation skills.
  • Solid computer skills (MS Word, Excel, Outlook).
  • Excellent written & verbal communication skills.
  • Fluency in English (oral & written) is required.
  • Working knowledge of Chuukese or any Micronesian languages.

  • This role has no team management responsibility.
