Position Summary:
The Security Manager is responsible for maintaining oversight of RI policy and strategy, developing contextual analysis, building capacity within the country office and field based teams and developing and implementing context specific protocols and procedures. Reporting to the Hub team leader and technically to the Syria security manager will assure that country operations are managed in alignment with RI policies and standards and that relevant emergency contingency plans are undertaken, updated and in place. Security Manager will be undertaking ongoing analysis of the context and developments in relation to the current situation and maintain up-to-date context analysis, risk assessment and maintain an incident reporting system. The RM will provide access and security risk management guidance and support to all levels of RI staff in the country office, managing critical incidents, and providing timely advisories.
The Security Manager will supervise the Security Coordinator based in Gaziantep and will remotely oversee the risk officers (field based). The SM also ensures compliance with relevant RI reporting systems and acts in direct liaison with the Syria Security Manager, based in Amman.
Position Responsibilities and Duties:
Security Management:
- Undertake ongoing analysis of the context and assist with the strategic and operational assessments, and with the refinement of program strategies.
- Develop and maintain up-to-date context analysis and risk assessment.
- Develop and maintain an incident reporting system consistent with Global Support Office requirements.
- Maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure gathering of reliable security information.
- Undertake regular and ad hoc security assessment missions as necessary, in order to gather information and to analyze the overall security situation in existing and potential areas of intervention.
- Develop and update the Security Management Plan, Security Risk assessment and other documents in accordance with shifting safety and security risks (inc. detailed threat assessment, security protocols, standard operating procedures for movement & transport, office, warehouse, communications, incident report, etc).
- Ensure safety and security dimensions are factored into all operational activities such as programming (including budget), advocacy and communication
- Organize and circulate relevant safety and security information to the staff
- Ensure that project proposals and operational plans budgets include safety and security plans
- Provide security risk management for the safeguarding of RI activities and safety of NW Syria Turkey and Syria based staff.
- Provide regular security reports and safety briefings to RI national and international staff
- Prepare safety procedures/policies for NW Syria Turkey and Syria based staff.
- Lead in preparation of training on safety procedures, safety awareness and fire safety for staff as required.
- To ensure all field staff are aware to follow RI’s safety procedures.
- To ensure hibernation/evacuation/relocation plans are put in place and updated along with the contingency plans.
- Track safety related incidents and developments and provides analytical and context update.
- Monitor staff field movements and advise on field visits.
- Conduct periodic travel into operational areas to deliver training, monitor compliance or engage with stakeholders.
- Skilled with google earth and google maps.
- Update the incident mapping database, areas of control.
Communication:
- Establish a network of contacts with local stakeholders such as government, (I) NGO’s, UN, partners, communities to share and exchange information.
- Technical Reporting line to Syria Security Manager
- Coordination with Global Security Advisor , if applicable
- Maintain communication with relevant staff in order to ensure that the security management system complements the program and advocacy activities and vice versa.
- Maintain communication with support staff in order to ensure that all logistical, financial, IT, HR and administrative elements of the security management system are in place.
Staff Management:
- Assist the risk officer in Turkey and in the field in managing his/her workload, the organization of daily tasks and methodologies to be used for security reporting and completion of security assessments.
- Identify field reporting communication methods, tools and checklist and conduct awareness sessions on risk mitigations activities.
SMT Support:
- Support country management to develop a security management system which includes a security management strategy (including detailed acceptance strategy) and plans and which allow for the continuous updating of security measures.
- Ensure the security management system is in line with existing RI security policy, protocol and approach.
- Support the Hub team leader and other senior staff to manage security incidents.
- Provide crisis management support to senior management for incident response, reporting and analysis.
- Ensure that the supporting departments (HR, Administration, and operation) have in place an appropriate system to facilitate good security management.
Safeguarding
- Uphold and promote RI’s commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
- Consistent with RI’s safeguarding and protection policies, ensure all people who come into contact with Relief International are as safe as possible.
Qualifications & Requirements:
- Degree in a relevant field required, minimum of a bachelor’s degree. Master’s degree or other professional degree desired.
- 3-4 years of experience in direct security management and implementation;
- Previous experience working in international non-governmental organization;
- Strong organizational skills;
- Ability to interact effectively with international and national personnel;
- Excellent oral and written English and Arabic;
- High level of computer skills on MS Office programs;
- A demonstrated ability to multi-task and process information into action;
- Ability to work under pressure and with very short deadlines & strong communications skills.
- Flexibility, transparency, analytical skill and a sense of team work and good humor are essential to the job.
