DRC is currently looking for a highly qualified Security Specialist.
Overall Purpose of the role:
To provide administrative assistance and technical support and ensure that programs and projects activities are implemented in a secure, safe, and effective manner. Strong focus on conducting Safety Risk Assessments in the field and support on Access.
- Provide professional security advice, support, guidance, and expertise to DRC staff
- Assist on enabling, ensuring, contextualizing, and reporting compliance to DRC MOSS security management system, while achieving effective access and continuity of operations through close cooperation with programmes
- Enabling DRC staff to conduct their work in a confident, safe, appropriate, and effective manner
This role has a country focus and ensures compliance to DRC procedures and guidelines within the country. The role contributes to the development of country strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to country operations while overseeing country activities.
Responsibilities
Communication & information
- Support the Safety and Security Coordinator on the communication and coordination with relevant stakeholders on all matters relating to the safety of DRC staff within geographical area of responsibility
- Collect, verify, analyze and report information that affects, or may affect, DRC operations
- Prepare and submit Safety Incident Reports (SIR)
- Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
- Manage the Safety Level System (SLS) for the programmes.
- Lead in conjunction with the Safety Coordinator and Area Manager the implementation of the CIMP (critical incident management plan) by office/location.
Analysis
- Assist on the follow up of context and trends in the areas of intervention
- Assist on exploratories to new areas of intervention
- Prepare and submit safety reports and trend analyses as required
- Provide Safety and Security advice on programme development and implementation
Safety Risk Management
- Mentor safety colleagues on an ongoing basis in the area of safety and security management
- Contribute to Safety Risk Assessments (SRAs) when requested by Safety and Security Coordinator
- Support the Safety and Security Coordinator on MOSS compliance, report shortcomings to Safety Coordinator
- Support the Safety Coordinator in Access following DRC Country Access Strategy
- Ensure follow-up audits
- Support the Safety Coordinator in updating the Safety Level System (SLS)
- Support the Safety Coordinator in designing and implementing training on safety procedures for staff
- Assist in the management of safety incidents and crises, provide timely and accurate incident reporting reports and analysis, and support organizational lessons learned
- Assist in the development and implementation of contingency plans; such as medical emergency, evacuation and incident management, movement briefings and contextualization of movement plan.
Other
- Any other duties as may be assigned by the Line Manager;
- Conduct duties in accordance with programme Standard Operating Procedures (SOPs);
- Conduct duties in accordance with DRC Code of Conduct.
- Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way.
Required experience and competencies
- At least 3 years’ experience in field safety and of operating in a hostile security environments
- Full professional proficiency in English
- Familiarity with humanitarian principles and practices
- Proven ability to prioritize tasks and meet deadlines.
- Stable, moral, and robust character and a good team player
- Excellent communication skills.
- Proven commitment to accountability practices
- High personal and professional integrity
- Excellent skill in MS Word, Excel, and PowerPoint
- Training in safety, fire and evacuation procedures
- Training in safety and disaster management
- Experience in negotiating access for humanitarian or other agencies
Relevant university degree (e.g. political science, international development) or equivalent professional qualification.

- Proficiency in English
- Proficiency in Spanish
