The role
The Program Director will be based in Tshikapa and will lead and manage the “SEMI” project, a three- year project for the amount of 29 million GBP with a main goal to contribute to reduced maternal and Under 5 child mortality in 18 Health Zones in Kasai province, DRC.
The programme has a two-main approach:
i) Strengthen health systems and improve access to quality, effective and affordable health services by improving the skills of health personnel, increasing the use of health information for better decision-making, improving drug supply chain below provincial level, supporting improved preparedness for health emergencies provide technical support to develop national quality of strategy and implementation plan, and providing technical support on public financial management and civil service reform.
ii) Deliver basic maternal, child health, nutrition, and family planning services to meet immediate, often lifesaving needs in Kasai province.
The SEMI Program Director will provide overall management, leadership, technical guidance, and support, including Monitoring and Evaluation (M&E), communication, and learning, and will work with the Health team to ensure a consistent approach to implementation and technical quality. S/he will be accountable for both the quality of interventions as well as their effective financial and operational management; and serve as the primary liaison and programme representative with Government of Democratic Republic of Congo, donors, partner agencies and local institutions and communities.
The SEMI Program Director will be responsible for the virtual and matrix management of the Program Management Unit (PMU) team to achieve the program objectives defined in the donor’s terms of reference, the technical proposal of the program and the logical framework. Although he / she is also responsible for ensuring compliance with the regulations by all local implementing partners, he / she will report to Director of operations (DRC) and will also liaise regularly with Save the Children UK.
Qualifications and experience
Essential
- At least 7 years of progressive experience in health program management;
- Erreur de traductionStrong knowledge and experience of health programs (i.e., Health System Strengthening, service delivery) and related challenges in the context of the DRC;
- Prior experience of delivering large scale Primary health funded programmes, preferably those of FCDO (former DFID);
- Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts at the senior level;
- Demonstrated leadership and management skills in a complex setting;
- Sound understanding of different methodologies of M&E and operational research; and experience in developing integrated M&E and Learning systems;
- Proven experience of managing large multi-million dollars (USD) budgets and management of risk;
- Proven ability to lead, motivate, retain, and manage a diverse team of professionals;
- Commitment to the values, missions, aims and policies of SCI;
- Highly diplomatic and emotionally intelligent with strong oral and written communication skills;
- Strong knowledge of the DRC context and priorities Primary Health.
Desirable
- Master’s degree in Public Health or relevant subject;
- Works well with teams;
- Conscious of child protection issues;
- Non-discriminatory and gender sensitive;
- Willing to work in remote, rural locations.
Contract length: 24 months
