SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for more than 40 years, has provided relief to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, IS teams made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.
DESCRIPTION OF THE OFFER
Attached to the Sahel Regional Directorate covering the countries of Mali, Niger, Burkina Faso, Chad and Cameroon, the desk representative has the following role:
- He/she is the guarantor of the implementation of the Programming Strategy at the desk level and in the countries of intervention
- He/she supports the Regional Director (RD) in defining the strategy of the countries of intervention.
- He/she participates in the definition and respect of the Strategic Programs of the Desk countries
- He/she is responsible for monitoring the proper implementation, relevance and quality of projects developed on missions, based on humanitarian needs and within the framework of annual programming.
+ In the absence of the DR, he/she replaces him/her in his/her daily operational functions (excluding security management) and ensures the link with the Country Directors.
- This is a position requiring real strategic proposal strength at desk level, and strong mission support capabilities for the definition and implementation of projects. The candidate will be able to demonstrate strong pragmatism combined with a relevant operational vision.
Main activities of the position
An essential link between headquarters and the field, the program referent has an extremely rich and varied spectrum of functions:
- Strategy and Programming
- Quality and Operational Relevance
- Creation of expertise
- External representation / coordination
Field travel: 3 to 4 missions/year, duration of 15 to 20 days.
YOUR PROFILE
Training and experience:
- 3 years minimum in program coordination or field coordinator functions
- Previous experience in project management at headquarters preferred.
- Significant experience in partnership development or consortium project management.
- Training/Experience in economics & social sciences specializing in food/nutrition, agronomy or equivalent highly appreciated.
- English and French, read, spoken and written
- Experience and expertise in the Sahel highly desired
Skills and qualities required:
Your field experience in coordination functions has necessarily given you skills in project management and definition of operational strategies. You also have a great ability to operationalize a strategy, to conceptualize and plan a project and to synthesize and disseminate information.
More typically, your English is perfectly fluent and you are also perfectly comfortable with the Office Pack.
IF WILL OFFER YOU THE FOLLOWING CONDITIONS
Position based in France (headquarters) or in Dakar (regional office) with field travel
If position based in France:
- Permanent contract – Framework status
- Gross monthly remuneration of: €3,183 or €3,316 depending on the scale in effect at headquarters
- Possibility of teleworking: 4 or 12 days of teleworking per month or 100% teleworking with 3 days of mandatory face-to-face work per month. In accordance with the Teleworking Charter in force and the manager.
- Leave: 2.0833 CP/month and 1 day of RTT/full month of work
- Recovery days and 100% medical coverage during field trips
If position based in Dakar
- 12-month fixed-term contract (renewable) – Expatriate status
- Salary : Depending on experience, from 2900 euros gross per month, as well as a monthly Per Diem. SI also covers accommodation costs as well as travel costs between the expatriate’s country of origin and the mission location.
- Possibility of individual accommodation pack.
- Social coverage: The expatriate benefits from quality social coverage to cover all health costs and accident insurance including war risks.
- Break: During the mission, a work-rest alternation is ensured by breaks planned every three months with an allowance of 850 USD. On the basis of a one-year mission: breaks of 7 working days at 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarités). To these break times, we must add the grant one additional day of rest per month worked, i.e. 12 days more for a one-year contract.
