ABOUT CHAIN OF HOPE
La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development. We operate in 28 countries with a global approach, focused on the child but also on mothers and disadvantaged communities:
- Prevention and screening from an early age, particularly within the framework of school health programs.
- Care and surgery, to meet the most urgent needs of children and their mothers.
- Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
- Construction and equipment of hospital structures adapted to local needs.
In Senegal, La Chaîne de l’Espoir mainly implements two medical projects. The first is a project aimed at promoting access to cardiac surgery care for children in Senegal and West Africa. This follows the construction and equipment of a center dedicated to pediatric cardiology and cardiac surgery (the Cuomo Cardio-Pediatric Center in Dakar). The second project consists of supporting the development of digestive endoscopy in Senegal, in collaboration with the Principal Hospital of Dakar. Furthermore, in 2024, La Chaîne de l’Espoir is diversifying its activities in Senegal by focusing in particular on other medical specialties. To do this, the previously small team, because the office in Senegal was reopened in February 2023, is expanding. The Head of Mission must be supported by a M/F project manager.
POSITION AND MISSION
Under the supervision of the Head of Mission, the project manager is responsible for the implementation and quality of the various projects of La Chaîne de l’Espoir in Senegal:
- Support for the development of pediatric surgery and cardiology
- SOUTH-SOUTH transfer and management of the Children’s House which welcomes children from the sub-region for heart operations
- SENENDO, development of digestive endoscopy
- PANAVASC, development of the management of vascular pathologies
- Management of brachial plexus pathologies
- Development of loco-regional anesthesia
- Development of global advocacy for hospital maintenance with the support of a biomedical engineer, specifically in charge of this project
- Any new project that could be carried out in accordance with the strategy of La Chaîne de l’Espoir
MAIN ACTIVITIES
Qualitative implementation of project activities
- Define and plan project activities according to the objectives set and the context;
- Promote a participatory planning approach with the stakeholders concerned;
- Write TORs then reports;
- Ensure compliance with administrative and logistical procedures for each project activity;
- Provide permanent technical support to project partners (definition of sub-activities, technical choices, implementation schedule, quality improvement, etc.);
- Guarantee the accountability of the project towards stakeholders and in particular the beneficiaries;
- Organize project monitoring committees and ensure that recommendations are implemented;
- Alert the head of mission in the event of difficulties in carrying out projects and suggest adjustments.
Coordination and support from Senegal partners
- Be the contact person for the operational partners of the projects and regularly organize consultation and coordination meetings with them;
- Organize and monitor activities with project partners;
- Monitor the implementation of the action plan to implement the recommendations resulting from the initial diagnosis;
- Participate, in collaboration with the head of mission, in the drafting of partnership agreements and ensure their compliance;
Reporting and capitalization
- Write monthly activity reports compiling the activities of all implementing partners, ensuring compliance with deadlines and formats;
- Participate in weekly coordination meetings;
- Participate in the drafting of the mission’s bimonthly report;
- Monthly update the project indicator monitoring table, planning and budget monitoring;
- Contribute to the design of data and information collection tools during Base line, End line, monitoring (PDM) surveys;
- Participate in the drafting and validation of the project’s annual reports;
- Participate in research and compilation of existing documentation on themes related to the activities implemented;
- Coordinate the capitalization of all the experiences and good practices of the projects implemented;
- Compile, promote and disseminate information on projects;
- Participate in external evaluations and audits.
Budgetary and administrative monitoring
- Develop budgets for project activities;
- Participate in the budgetary monitoring of projects;
- Forecast the cash flow requirements of projects;
- Ensure that applicable regulations and procedures (internal, donor and national) are respected;
- Facilitate the financial control of projects in close collaboration with the Administration and Finance Manager and the Management Control Manager;
- Provide the logistics manager with the planning elements for purchases and services necessary for the implementation of projects;
- Guarantee the archiving and conservation of information as well as documents relating to activities according to La Chaîne de l’Espoir procedures.
External relations management
In close collaboration with the Head of Mission:
- Participate in the development of projects to present to new donors;
- Cultivate good relations with institutional and civil society actors (local and international) involved in La Chaîne de l’Espoir projects;
- Actively participate in technical and/or sectoral coordination platforms and mechanisms;
- Ensure that all contacts with beneficiaries are conducted in accordance with the ethical rules of La Chaîne de l’Espoir.
TRAINING
Bac+4 minimum in project management and/or experience allowing you to acquire an equivalent level.
PROFESSIONAL EXPERIENCE
Have a first successful experience in the International Solidarity sector. Experience in the healthcare sector would be a plus.

TERMS
- 12 months EVERYONE
- Full-time position, based in Dakar
- Desired start date: April 2024
- Volunteer allowance: 1,200 euros
- Per diem: 700 euros / month
- Breaks and leave policy: 2 days of leave per month and 5 days of R&R at 3 and 9 months of mission
- Plane tickets covered at 100% during departure/return from mission and 6-month leave
- Individual accommodation supported at 50% up to a ceiling of 600 euros
- Medical coverage, medical evacuation and repatriation insurance covered 100%
