BINAA is looking for an Senior Accounting Specialist , based in Gaziantep/Turkey.

Job Purpose:
The Senior Accounting Specialist role will be responsible for all financial transactions including preparation of compliant financial and tax statements, leading the accounting processes, and providing guidance, support, and oversight to Binaa field offices and HQ units in the areas of accounting operations. The role will be accountable to apply and reinforce general accounting standards, tax legislations, regulations and Binaa’s policies & procedures.
The position will also be responsible for working closely with the Controller and Finance & Accounting Manager to verify accuracies of general ledger, accounting transactions and files to enable Binaa to manage its resources effectively and efficiently towards the achievement of the strategic and programmatic objectives, and to ensure the financial sustainability of the organization.
GENERAL RESPONSIBILITIES**Key Activities/Tasks/Duties:** • Manage and oversee the daily operations of the accounting processes including month and end-year process, accounts payable/receivable, general ledger, assets reconciliations, tax calculations and tax statement preparations, fixed asset activity and payroll.
• Complete all accounting processes in a timely and error-free manner, to carry out continuous controls, to recognize and correct the detected mistakes before legal responsibilities arise
• Create, update and follow internal accounting procedures and policies to ensure financial security is maintained in coordination within the accounting function
• Ensure regulatory and organizational compliance of accounting transactions within the regional program offices and support consolidation of financial statements
• Ensure adherence of processes to Binaa’s policies and procedures, internal and external audit requirements and local rules and regulations; support strengthening of accounting processes, controls and continuous process improvement
• Regularly monitor and control all accounting records entered by the Accounting Specialist to recognize and correct the mistakes before legal responsibilities arise
• Ensure accurate completeness and timely preparation of a comprehensive set of management, operational and statutory reports through which the organization fulfills in part its accountability requirement to Donors and Board of Directors
• Ensure accounting systems and procedures are conducted in compliance with Generally Accepted Accounting Procedures (GAAP) and all other applicable local regulations and laws
• Review and correction of journal entries and balance reconciliations at month end and identify corrective actions.
• Perform the closing procedures of the organization in accordance with VUK legislation and IFRS on a monthly, quarterly, and yearly basis and prepare relevant reports.
• Manage the cost allocation: Projects, Department, Business units. Check and track the balances for each project and ensure that all related costs are reflected to the correct project in a timely manner
• Follow-up on queries from donors and Program department regarding program accounts
• Maintain an efficient filing and retrieval system for accounting records to ensure completeness, accuracy, and compliance
• Contribute to the ERP accounting system development process; provide input to create/improve/develop processes for the ERP accounting system
Note: the above-mentioned key responsibilities/accountabilities are illustrative ones, another future responsibility /accountability may be assigned to the job depending on the department organizational chart.
Required Qualifications (Education/Languages/Work Experience):
A. Essential:
• Bachelor’s degree in Finance, Accounting, Economics, Business Administration or combination of relevant education and experience.
• Professional accounting qualification certificate (SMMM) is a distinct advantage.
• Minimum of five years of experience in financial management, accounting and/or related area.
• Thorough knowledge and understanding of Turkish accounting system and financial legislation; Uniform Accounting System, Uniform Chart of Accounts, Turkish Accounting Standards (TAS), Turkish Financial Reporting Standards (TFRS).
• Hands-on experience in office software packages and ERP accounting systems.
• Experience in e-invoice, e-archive, e-waybill, e-ledger systems is a plus.
• Confident and fluent communicator with management at all levels.
• Experience in a similar management role in local/global NGO preferred.
• Familiarity with requirements of key humanitarian donors and capacity to work in a multi-donor environment, including UNHCR, UNICEF, OCHA, IOM – OIM, FAO, CARE, World Vision and among others.
• Excellent oral and written skills in the English language.
