CARE is seeking a Senior Advisor of USG Strategic Engagement, who will represent CARE USA at varying levels of the US Government. The position allows CARE USA to play an active role in a variety of important Washington DC-based arenas, building and managing stronger relations and partnerships with key parts of the US Government with a primary focus on USAID and the PVO and broader international development community, with the ultimate goal of increasing USG funding levels. As a part of the Institutional Funding and Strategy (IFS) team, the Senior Advisor sits on the Planning, Research and Learning (PRL) function and reports to the Planning, Research, and Learning Director. The Sr. Advisor also collaborates closely with its counterpart position, IFS staff, technical teams, and Policy and Advocacy Department (PAD), regional and country office leadership and CARE Member Partners in identifying, developing, coordinating, and maintaining CARE’s relationships and partnerships with the US Government. In partnership with technical teams, IFS and PAD, the Senior Advisor USG Strategic Engagement will take the primary lead in managing and strengthening strategic relationships with key offices and bureaus across the US Government with a particular focus on those within USAID which are primarily aligned with CARE USA’s program focus and strategy. The Senior Advisor USG Strategic Engagement role will help support and strengthen CARE USA’s strategy to stabilize and grow its USAID resource base.
The Senior Advisor is responsible for gathering and actively communicating relevant USG intel to CARE staff with a focus on intel that is helpful and relevant to CARE positioning for USG funding.
The Senior Advisor USG Strategic Engagement, working with its counterpart position and the PRL Director, will be responsible for the development, maintenance, and operationalization of a relationship strategy in Which a continuous level of engagement is maintained between CARE and USAID.
The incumbent needs a combination of excellent problem solving, representation and presentation skills, a strong and varied program background and an ability to quickly grasp and communicate CARE’s program work. The position should have experience and familiarity with external comms and a skillset to both develop and promote marketing matelials. This position builds lasting networks and strategic alliances (both internally within CARE HQ, regions and country offices and externally with the Washangton DC development community).

Qualifications:
- Bachelor’s degree in Business Administration, Social Sciences, International Development or equivalent combination of education and relevant work experience
- No less than 8-10 years senior management experience in either/or both the non-profit and for-profit context
- Experience working with and through US Government context and entities – with a strong and demonstrable working knowledge, connections and networks with USAID and other parts of US Government
- Experience in international development
- Proven experience in results orientated relationship management, networking, marketing and intelligence gathering
- Knowledge of USAID rules and regulations
- Experience with the wider PVO community and InterAction
- Communications experience
- Demonstrated capacity to market an organization to external audiences through effective and professional written and verbal means
