Senior Analyst – Humanitarian Analysis Cell At Agency for Technical Cooperation and Development

IMPACT Initiatives (IMPACT) is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative (REACH), which aims to improve the impact of humanitarian, recovery and development action, through quality information, coordination and strengthening the capacities of partners in the sector. IMPACT has been present in Latin America and the Caribbean (LAC) since 2019. To implement REACH activities, IMPACT works with ACTED, an international NGO whose headquarters are in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, which allows IMPACT to benefit from ACTED’s operational support in its areas of intervention.

TASKS
The general objective of the Senior Analyst will be to contribute to the proper functioning of the newly formed Humanitarian Analysis Cell, contributing to the implementation of contextualized and evidence-based analyzes of humanitarian needs to support key humanitarian coordination and decision-making structures. of decisions in Venezuela. This will include GIS data and analysis provided to humanitarian actors and coordination structures and forums
and may involve a high level of external involvement to ensure the effectiveness of any analysis carried out by the humanitarian response analysis cell.

We are looking for an experienced candidate who has previously implemented research projects in a complex humanitarian environment. The candidate should be comfortable representing IMPACT to external stakeholders and be able to coordinate and network with a variety of external partners. The Senior Analyst will be responsible for contributing to the development of the strategy and implementation of the Venezuela Humanitarian Analysis Cell, under the supervision of the Research Manager, based in Caracas,
Venezuela. The position is based in Caracas and travel to other locations in Venezuela is expected.

RESPONSIBILITIES
1. EVALUATION AND ANALYSIS MANAGEMENT
– Design of evaluations and data analysis plans, ensuring that all analyzes and/or evaluations are planned in line with relevant project and program objectives, in consultation with humanitarian partners and according to the guidelines and quality standards of the REACH research cycle;

– Ensure that the objectives and expected results of the evaluation and/or analysis cycles carried out are in line with the overall implementation strategy and are clearly understood;
– Provide technical support to relevant humanitarian actors in terms of preparation for new data collection, GIS or analysis exercises, including developing program strategy as required;
– Ensure that secondary data has been considered in preparation and to contribute to any analysis;
– For each new activity or analysis, produce Terms of Reference (ToR) and ensure they are reviewed in the country before sending them to IMPACT headquarters for validation;
– Draft and construct, in close coordination with the requesting humanitarian actor, a comprehensive analysis framework and a schedule of key milestones that must be reported.

1.2 ANALYSIS
– Ensure that all analyzes performed contribute to overall improvement in the prioritization and
execution of the humanitarian response through close coordination with
key stakeholders in the response.
– Apply specific sector experience in information management, data analysis and/or GIS to support humanitarian data analysis and map production as required (ideally with experience in food security, nutrition, WASH and/or health).
– Manage data analysis exercises, ensuring correct implementation in accordance with agreed terms of reference and/or agreements with key external partners;
– Manage the preparation, conception and production of dynamic maps and dashboards, including
supervising and monitoring the collection of mapping-related data and ensuring dynamic links between GIS data and other databases provided to the humanitarian cell, including, among others, REACH data and data from key partners such as OCHA, other UN agencies and NGOs, as necessary;
– Contribute to the development of data/GIS components of project methodologies (and including any innovations) suggested by humanitarian actors, including any capacity development, particularly in areas of database management and GIS that may be required;
– Be available to provide technical support and capacity development as requested by other humanitarian information management actors in the response, particularly in priority areas;
– Collaborate, support and follow up with key partners and stakeholders
(particularly on identified challenges) during analysis and dissemination processes, as necessary;
– Ensure all analyses, maps and findings are completed in a timely manner and have been validated and verified by IMPACT headquarters.

2. STRATEGY DEVELOPMENT AND IMPLEMENTATION
– Contribute to identifying information gaps in line with humanitarian priorities, and identify dissemination strategies to strengthen the impact of our work;
– Explore and contribute to synergies with other assessment and knowledge management actors, as well as strategic partnerships with key humanitarian actors and decision makers.
– Give special importance to finding contextually sensitive ways to overcome dissemination and communication challenges between humanitarian actors;

– Contribute to the development and implementation of the Analysis Cell strategy and the
general IMPACT Venezuela country strategy.

3. EXTERNAL RELATIONSHIP
– Represent IMPACT in thematic and multi-sector group meetings/technical working groups in the country, and follow up on technical issues identified in the working group or thematic group meetings;
– Present the results of the evaluations to relevant partners, to improve their use and impact;
– Ensure that relevant partners are consulted and involved at all stages of the
evaluation cycle: preparation of the evaluation; data collection; data analysis; product review
; product diffusion; and lessons learned;
– Be available to respond to information requests from key humanitarian partners to support the development of joint database tools and processes, as well as requests for GIS and mapping data, as required;
– Maintain close liaison with partner organizations to ensure smooth implementation of analytics cell activities and close coordination with partners requesting data or GIS services;
– Ensure that external communications with key partners and stakeholders, including UN agencies, and NGOs have been conducted and documented as appropriate.
– Support the Research Manager in external engagement on the REACH/IMPACT strategy or fundraising and grant management as required;

4. ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES
The Senior Analyst is responsible for ensuring that all interactions with Venezuelan communities are carried out in a respectful and consultative manner. Due attention should be paid to ensuring that communities are adequately consulted and informed about the objectives, activities, beneficiary selection criteria and methodologies of the IMPACT programme. This is the responsibility of each IMPACT staff member.

5. CONFIDENTIALITY AND DATA PROTECTION
The Senior Analyst will maintain the strictest confidentiality about all data collected and related processes; in addition. she will actively take steps to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during her assignment with IMPACT.

REQUIREMENTS
Excellent academic qualifications including a master’s degree in a relevant discipline (information management, information systems, database management, GIS, remote sensing, statistics) or equivalent work experience.
Years of work experience At least 3 years of progressive experience in information management and/or geographic information systems and cartography, data visualization or other related areas. Experience in using data processing and information visualization tools is essential.

Experience in information management in response to disasters or complex emergencies. Relevant experience in the United Nations system or an international organization is desirable. It is desirable to have experience in coordination with different actors in the humanitarian architecture.
Familiarity with the humanitarian system
and proven experience as a GIS/sector data and information management specialist (ideally in food security, nutrition, WASH and/or health) Excellent analytical and evaluation
skills including a solid understanding of sampling frames and their application, ability to analyze large data sets and demonstrable experience in data science.
Excellent software skills: Proven knowledge and advanced skills in Microsoft Office. Advanced knowledge of R, Python, or equivalent statistical software. Advanced skills in GIS software (ArcGIS/QGIS), graphic design (InDesign/Illustrator), and data visualization (Tableau/PowerBI).
Communication/Report Preparation Skills: Excellent communication and effective report writing skills, including proven experience contributing to high-level presentations.
Ability to multi-task under tight deadlines , across numerous assessment cycles in a complex environment;
Level of Independence: A self-starter with a demonstrated ability to work independently
