Functions and responsibilities

A. Design and implementation of strategies

  • Advise the Partnership Unit, Project Manager and/or Procurement Officer on the project scope, overall technical/substantive requirements based on partner and beneficiary needs, as well as national and international certification requirements and standards for equipment, associated services and works, including relevant best practices.
  • Review, advise and assist in consolidating equipment lists by type of service. Review their operational performance and make recommendations to the relevant project and stakeholders on specifications and other technical/substantive elements required to develop, plan, launch and implement projects effectively through the appropriate application of the UNOPS procurement governance framework (rules, regulations, policies and tools).
  • Preparation of technical specifications, including related and post-installation services, and bills of quantities to be included in the tender documents for the medical device to be acquired under a project.
  • Organization and supervision of the logistics of delivery, installation, training and commissioning of the medical device.
  • Preparation of a schedule of requirements, conditions, evaluation criteria and exact documents required from bidders prior to tender.

B. Support for the management of medical device purchasing processes

  • Support for the identification of competent suppliers taking into account technical, quality and sustainability requirements to better meet the expectations of partners.
  • Participate as an evaluator/technical member in the evaluation of offers/proposals for the supply of biomedical devices, as well as associated services and works.
  • Ensure that appropriate specific procurement modalities and requirements are applied according to the requirements of each case, drawing on in-depth knowledge of UNOPS medical device procurement policies and instruments and in accordance with good practices.
  • Assist in the proper implementation, monitoring and control of procurement processes for projects, including organizing solicitation documents, their evaluation, negotiating certain conditions of contracts in full compliance with UNOPS procurement rules and regulations.
  • Assist in ensuring that procurement contracts and contractors are optimally managed through supplier and contract performance management against agreed benchmarks and through agreed reporting mechanisms.

C. Quality Assurance

  • Ensure compliance with specific quality and durability requirements in accordance with UNOPS policy and industry best practices regarding medical devices.
  • Verify and validate the conformity of the biomedical device to specifications before installations and deliveries.
  • Supervise the installation of equipment/systems, where applicable, as well as quality assurance, ensuring that work is carried out in accordance with design specifications and installation work management contracts.
  • Review operational performance of medical equipment/systems, prepare reports and follow up on any warranty maintenance as required.
  • Prepare operation and maintenance plans for all medical equipment/systems installed under the project and submit them to the client upon project completion.

D. Monitoring and control

  • Prepare regular progress reports: progress of work based on established schedules and plans, problems encountered, solutions, planning of activities for the following week.
  • Participate, under the direction of his/her supervisor, in the writing of various reports as defined in the communication plan of the project(s) to which he/she will be assigned.
  • Assist in the certification of the Contractor’s progress payment claims for medical devices and related services.
  • Supervise the training of medical staff in operating and maintenance tasks, as well as record keeping.
  • Supervise testing and commissioning of medical equipment/systems upon completion of installations, as well as preparation of commissioning and handover reports to the customer.
  • Promote and monitor projects related to the medical equipment park in the countries, including the identification of synergies and expansion opportunities, where appropriate.

E. Capacity building and knowledge sharing

  • Organize, facilitate and/or provide training and learning initiatives for hub staff on topics related to medical device procurement.
  • Support capacity and knowledge development initiatives for procurement staff, including the development of networks, plans, learning plans and activities, procurement practice information and benchmarking of best practices.
  • Contribute to knowledge networks and communities of practice in medical device purchasing.
  • Guide the collection of internal information, ideas and knowledge on processes, challenges and best practices and use them productively for sustainable solutions to partners.
