Project Description:
Social Impact is implementing a 5-year institutional support contract to the USAID Bureau for Development, Democracy, and Innovation (DDI) Gender Equality and Women’s Empowerment Hub (GenDev). The multi-million dollar contract provides institutional support services to engage subject matter experts and technical expertise to support efforts related to gender integration and equality in the design, implementation, and monitoring and evaluation of USAID programming.

Position Description:
SI is seeking to build a roster of gender personnel who have active or recent US secret-level clearance to fill full-time (1 year or more) or short-term (1 to 12 months duration) positions embedded directly within USAID. These personnel would support USAID in provision of subject matter expertise, technical assistance, administrative support, program support, and communications or outreach, to support gender equality goals of the Agency. Positions will require experience related to gender integration in a sector such as agriculture/food security, climate/NRM, conflict/insecurity, democracy & governance, digital access/technology, economic growth, education, energy, GBV, global health, land rights, and WASH. The positions would be located in any USAID Washington DC or field-based USAID Missions.

Responsibilities:
These are illustrative responsibilities but can include the below tasks:

  • Provide technical advice on the feasibility, appropriateness, and value of proposed activities or changes in activities.
  • Provide support to direct hire staff in the technical aspects of design, implementation, and monitoring and evaluation of gender activities and helping facilitate the design process of acquisition and assistance awards.
  • Provide advice to Missions and other Washington Operating Units on strategies, best practices, and current research and evidence in gender technical areas.
  • Conduct gender analyses and assessments that inform policies, strategic approaches, and Country Development and Cooperation (CDCS) other strategies.
  • Utilization and analysis of gender data.
  • Support coordination with other donors, experts, civil society and community organizations, and host governments in gender technical areas.
  • Technical advice on gender transformative approaches, localization and partnerships, and behavior change and gender norms programming.
  • Support the monitoring, evaluation and learning of gender equality and gender integrated programming.

Qualifications:

  • Relevant MA and 8 years of relevant professional experience or a Ph.D. and 3 years of relevant experience.
  • Active or recently held US Secret-level security clearance (or higher).
  • Technical expertise in provision of a plethora of gender expertise, analysis, assessments, gender integration, gender equality, gender empowerment, GESI and other gender-related expertise.
  • Experience in gender integration in 1 or more of the following sectors: agriculture/food security, climate/NRM, conflict/insecurity, democracy & governance, digital access/technology, economic growth, education, energy, GBV, global health, land rights, and WASH.
  • Prior experience supporting USAID in a similar position.
  • Excellent client-facing skills, ability to build relationships and buy-in with a variety of USAID, donors, and other stakeholders.
  • Ability to be embedded within USAID Agency offices or bureaus worldwide.
  • Excellent English language oral and written fluency.
