The USAID-funded Sustainable Fish Asia Technical Support (SuFiA TS) Activity in the Southeast Asia Region, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Senior Communications and Outreach (C&O) Specialist position.
Position Description: The Sr. C&O Specialist will ensure technical support services and products including briefs, guides, reports, and other publications are designed, organized, and executed in coordination and collaboration with SuFiA TS technical consultants and service providers in response to requests received from SuFiA TS target beneficiaries, key stakeholders, and activity partners for technical trainings, workshops, and stakeholder consultations. The Sr. C&O Specialist is responsible for ensuring that the SuFiA TS Marking and Branding Plan is implemented consistently and correctly in accordance with USAID ADS guidelines.
This is a short-term assignment for immediate hiring of a qualified candidate to fill the position through 30 September 2025. Work will be performed remotely from the candidate’s country of residence for reporting to the SuFiA TS regional office in Bangkok, Thailand.
Responsibilities:
Under the direct supervision of the SuFiA TS Chief of Party and working in close collaboration with the Program Manager and Deputy Program Manager, the Sr. C&O Specialist will:
* Promote the progress, successes, and learnings of SuFiA TS to further program objectives.
* Develop communications strategies and products to sustain SuFiA TS’ innovations and investments.
* Design and direct implementation of a communications strategy for SuFiA TS’ communications products.
* Document program progress per USAID contract deliverable requirements including but not limited to bi-weekly, monthly, quarterly, annual, and end of contract reports.
* Support program management in coordination and reporting to USAID and regional program partners.
Minimum Required Qualifications:
* Minimum of five years’ mid- to senior-level or equivalent work experience in communication strategy and product development with the U.S. Government implementing activities in the Indo-Pacific region.
* Extensive knowledge of wide-ranging communication platforms and digital media applications in the region.
* Experience in integrating gender, youth, and social inclusion contexts into communications and outreach activities is an advantage.
* Significant supervisory and or management work experience including 1) direct supervision of professional technical and support staff, 2) evaluation of staff and service provider performance and deliverables; and 3) capacity building and coaching/mentoring, ideally at a regional level.
* General to advance professional written and spoken English language proficiency.

Preferred Qualifications:
* Familiarity with USAID project communications strategy design and implementation.
* Knowledge of preparing online and printed communications products and presentations according to USAID marking and branding guidelines.
* Demonstration proficiency in producing regular bi-weekly, monthly, quarterly, and annual reports with input from activities technical staff.
* Capable of facilitating regular correspondence and communication with USAID designated regional and country offices personnel for reports and contract deliverables submission.
* Experience designing and facilitating communications training activities and workshops for regional partners, stakeholders, and country representatives.
