Senior Consultant, Insecticidal Treated Nets (ITNs) Campaigns At Chemonics

This scope of work (SOW) sets forth the services to be provided by the Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.

The objective of this short-term billable assignment is to serve as the Senior Consultant Insecticidal Treated Nets (ITNs) Campaigns for the USAID Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management (GHSC-PSM) Single Award IDIQ Contract is to ensure an uninterrupted supply of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders (HIV/AIDS, Malaria, PRH, & MNCH) that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s Family Planning & Reproductive Health Program. All four task orders are implemented in Nigeria. The GHSC-PSM Project also provides health commodity procurement services and systems strengthening technical assistance that addresses all elements of a comprehensive supply chain.

A vital component of the project is broad support for malaria program implementation through prevention activities as well as malaria diagnosis and treatment. In this regard, GHSC-PSM is tasked with ensuring commodity security for malaria interventions in all PMI focus states and health facilities and providing technical support for malaria prevention through the promotion of ownership and use of Insecticide Treated Nets (ITNs).

The Senior Consultant ITN Campaigns will lead, manage and coordinate the various campaign implementation teams in the planning and execution of all activities (pre and post), from planning through the implementation of ITN campaigns in PMI focus states. S/He will also be responsible for the oversight of SMC campaigns when assigned.

Principal Duties and Responsibilities (Essential Functions)

  • Coordinate and manage the implementation of mass distribution campaigns for Insecticide Treated Nets (ITNs) in selected States, including engagement with the client, and senior Government officials at the National and State levels on modalities for the full implementation of all aspects of the Campaign exercise and routine distribution of ITNs
  • Lead the development, and review of mass ITNs Campaign budgets, implementation plan, execution, monitoring, and reporting on the campaign exercise in line with the approved protocols by NMEP, USAID/PMI, and other stakeholders
  • Ensure procurement and delivery of all tools and materials needed for campaign implementations ahead of the commencement
  • Support the Senior Management Team (SMT) in coordination activities including participation in meetings with the GON and PMI IPs to review and improve campaign strategies
  • Ensure the adaptation of ICT4D platforms such as RedRose for campaign implementations
  • Facilitate the review and adjustments to the project ICT4D platform (Ipolongo) for all campaign implementations including SMC campaigns
  • Coordinate implementation of the TOT for project and IPs staff, and state personnel on the Ipolongo ICT4D platform
  • Participate in developing training curricula and SOPs for ITN campaigns
  • Work with other advisors and short-term technical assistance (STTA) providers to provide required TA for ITN campaign activities and facilitate the transfer of skills to appropriate staff
  • Support in the development of ITNs’ technical strategies in-country and provide technical assistance to NMEP and other Malaria Partners
  • Any other duties as may be assigned

Job Qualification

  • Bachelor’s degree in Public Health, Pharmacy, Logistics management, Science or Social Sciences
  • Minimum of 7 years of professional experience in Health program, preferably in health care supply chain management, and specifically in implementing ITNs Campaigns within States in Nigeria
  • Very strong management and logistics experience, flexibility, and adaptability to evolving situations
  • Previous experience in the supply chain management of malaria commodity
  • Proven experience in managing public health USAID -funded programs or projects –working with multiple teams
  • Extensive knowledge of the Nigeria Public Health sector, working with federal, state, and local governments
  • Strong analytical and critical thinking skills
  • Excellent technical writing and oral presentation skills are highly desired
  • Demonstrated ability to monitor, supervise and build capacity in health service programs
  • A proven ability to work as part of a team and to be self-managing
  • Ability to respond to client, project, and state-specific needs
  • Ability and willingness to travel to various parts of the country
  • Knowledge of Microsoft Office including Word, Excel, and PowerPoint
  • Fluency in English required

Supervision

The Senior Consultant ITN Campaigns will report directly to the Director Malaria Program
