Overview: IBTCI is seeking an experienced and motivated Consultant for its Crisis, Conflict, and Governance (CCG) practice area. The Consultant will lead MERL technical proposal writing efforts within CCG and possibly cross-practice initiatives. These efforts include technical approach design, proposal writing, teaming strategy, win theme development, among others. The primary sector for this consultancy is humanitarian assistance and third-party monitoring, though there may be other CCG-relevant opportunities that arise during the consultancy.

The Consultant will work closely with the assigned IBTCI team to produce inputs. All deliverables will be completed by the Consultant in compliance with relevant donor standards and IBTCI’s processes, including maintaining IBTCI’s formatting rules and timelines.

Responsibilities

Using your proposal writing, MERL, TPM and Humanitarian Assistance expertiese, perform proposal writing tasks on specific requests for proposals. Tasks could include, but not be limited to the following:

Scope of Work:

  • Lead Technical MERL proposal writing for strategic CCG initiatives, with an emphasis on humanitarian assistance and third-party monitoring work, including:
  • Lead writing, including technical implementation strategy, for illustrative task order.
  • Incorporate oral and written inputs from technical experts and responding to comments provided from reviewers.
  • Draft original content as needed, ensuring all drafts are complete and within page limits in advance of reviews.
  • Prove MERL technical leadership on teaming and staffing approaches, and overall strategic guidance.
  • Be able to support/advise on all aspects of the proposal process: capture strategy management, teaming/partnering, research, recruitment, writing, red-teaming, costing.
  • Advise on strategic decisions throughout a proposal cycle (from design to submission).
  • Support pre-RFP capture as requested.
  • Support proposal teams in writing other sections of the proposal, developing graphics and text boxes, and reviewing all proposal sections for consistency and compliance.
  • Align with IBTCI’s best practices for developing proposal outlines, strategies, and approaches, and adhere to IBTCI outline and other templates and tools.
  • Other duties as assigned and mutually agreed upon.

Qualifications

Minimum Requirements:

  • Minimum of eight (8) years of MERL experience
  • Minimum of combined three (3) years of technical proposal writing experience, especially for USAID contracts.
  • Demonstrated experience with MERL and Third-Party Monitoring Systems.
  • Demonstrated experience in stabilization and humanitarian assistance in crisis and conflict countries.
  • Experience implementing humanitarian assistance or international development projects for USG or other donors.
  • Excellent oral and written communication skills in English.

Education: Bachelor’s degree or the equivalent advanced degree in International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Statistics/Social Research, Health, Agriculture or related field required.

Preferred Knowledge, Skills, and Abilities:

  • Demonstrated track record of successful technical design, analysis, and solutions facilitation for development projects in developing countries.
  • Expertise technical proposal writing for activities and IDIQs
  • Experience designing, implementing and managing Monitoring, Evaluation, Research and Learning projects for international development clients, and especially for USAID
  • Experience with humanitarian assistance or other relevant programs in austere operating environments
  • Expertise in at least three monitoring and evaluation-related activities such as developing monitoring plans, designing data collection tools for monitoring, designing evaluation methodologies, determining a sample for a survey or large data collection effort, qualitative and quantitative analysis (including using data analysis software), data collection instrument design for evaluations, managing field surveys, and monitoring and/or evaluation report writing.

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland, and Virginia (DMV) area. The company may update this policy at any time.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibilities: This position does not have supervisory responsibilities.
