Basel Institute on Governance

The Basel Institute on Governance is an international and independent not-for-profit organisation working worldwide with the public and private sector to counter corruption and other financial crimes and to improve the quality of governance. As a Swiss foundation with headquarters in Basel, the Basel Institute maintains field operations in Africa, Eastern Europe and Latin America. The Basel Institute is an Associated Institute of the University of Basel.

The Basel Institute’s Green Corruption programme focuses on applying our in-house expertise and experience in relation to the prevention of corruption and the enforcement of anti-corruption and anti-money laundering standards to the environmental sector. The programme covers corruption and financial crime related to the illegal trade in wildlife, forestry and timber products, fish and mining.

Preventing Green Corruption

The Institute’s primary approach to corruption prevention has encompassed engagements that include corruption risk assessments, internal control reviews and the implementation of mitigation measures working closely at every step with partner national authorities and other relevant stakeholders. This includes both the independent implementation of these activities and the learning by doing approach through training and mentoring in close collaboration with our government counterparts.

The beneficiaries of the Institute’s corruption prevention programming involve government agencies and independent agencies, state owned enterprises, private sector companies, civil society organizations and Collective Actions.

Job Description

The Senior Corruption Prevention Specialist implements the Basel Institute’s corruption prevention sector engagement as part of the Green Corruption programme in Peru, Ecuador and Bolivia. This will involve working closely with environmental agencies in all three countries to jointly conduct corruption prevention activities, including but not limited to: compliance trainings, internal controls reviews, corruption risk assessments, institutional strengthening, and advising on the implementation of mitigation measures.

Key Responsibilities

  • Develop corruption prevention measures in cooperation with government agencies engaged in corruption prevention efforts.
  • Adapt existing methodologies on corruption prevention from the Basel Institute to the environmental government sector in target countries.
  • Jointly with partner agencies, conduct business process mapping, corruption risk assessment, and risk evaluation
  • Develop risk treatment plan/mitigation measures
  • Advise the government agencies in the implementation of above mitigation measures
  • Share best practices and experiences with other members of the Institute’s team and other partners as relevant
  • Develop written products, such as guidance materials, SOPs, TORs, etc
  • Advise partner agencies on their draft documentation and its corruption risks.
  • Provide all relevant inputs required for Monitoring and Evaluation (M&E) of the programs or projects where the consultant participates.
  • Provide all relevant inputs required for the internal M&E of the Green Corruption Programme.

Knowledge and skills desired

  • University degree in law, combined with at least 10 years’ of relevant professional experience in compliance, risk management or corruption prevention, preferably in-house or as a consultant.
  • Proven experience in managing or implementing government anti-corruption compliance programmes.
  • Familiarity with best international and domestic practices.
  • Excellent understanding of Peruvian, Ecuadorian and/or Bolivian corruption prevention regulations.
  • Excellent time management, organisational and planning skills, and ability to multi-task and prioritise.
  • Attention to detail and problem-solving skills, and independent assurance of follow-up to assigned tasks.
  • Motivated to work for an internationally operating not-for-profit organisation, including with partners in various countries
  • Excellent written and verbal communications skills in Spanish and good written and oral English;
