Senior Country MEAL and Research Manager At Save the Children

The role

Save the Children is looking for a creative individual for our programme in the Democratic Republic of Congo (DRC) who has the experience and competencies to work as Monitoring, Evaluation, Accountability and Learning (MEAL) and Research Manager. The main purpose of this role is to lead on enhancing quality, accountability and learning for achieving breakthrough solutions in bringing immediate and lasting changes in the lives of children.

The Senior MEAL and Research Manager will bring significant experience and fresh ideas to strengthen the MEAL strategy and systems, ensuring that they are institutionalized within the existing project cycle management framework, and that staff have the capacity to implement them. S/he will ensure that all projects in the DRC country programme are continually monitored and that lessons are documented and communicated to inform on-going implementation and future programming. She/he will spearhead all research efforts to ensure evidence-based, scalable outcomes. S/he will guide teams in achieving outcome/impact focused projects and accountability to beneficiaries in line with Save the Children’s and donors’ policies and practices.

The Senior Country MEAL and Research Manager will lead on building capacities of staff and partners for accountability and participation, with a specific focus on children

In summary, Senior Country MEAL and Research Manager will be responsible for establishing and promoting the use of MEAL systems to ensure that the DRC Country Office:

  • is informed on the extent to which our interventions are affecting the lives of the targeted populations;
  • have evidence-based knowledge on the positive and negative impact that our interventions are having over the communities where SCI works;
  • receives regular, timely and context-specific, meaningful feedback from our staff, partners, programme participants and that feedback effectively informs and signals areas where strategic attention is required.

Qualifications and experience

  • Relevant educational background linked to the post;
  • At least 5 years’ experience working in similar MEAL roles;
  • At least 3 years’ experience in Central or West Africa Countries;
  • Experience in conducting effective research;
  • Knowledge in conducting impact evaluation;
  • Able to share innovative ideas;
  • Fluency in both French and English, for oral and written communication;
  • Previous experience of successfully securing MEAL resources and managing a budget;
  • Knowledge and/or experience of working on accountability initiatives, such as child participation, information sharing and complaints response mechanisms;
  • At least 5 years’ experience conducting and/or commissioning evaluations and operational research;
  • Experience in knowledge management systems;
  • A good understanding of quantitative and qualitative monitoring and evaluation methodologies;
  • Good organisational skills, the ability to pay close attention to detail and capable of reporting in a timely manner;
  • Ability to analyse information, evaluate options and to think and plan strategically;
  • Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication;
  • Demonstrable capacity to work with a limit supervision;
  • Demonstrable understanding of key donor gender/age markers and their application;
  • Proven capacity to supervise, train and coach staff;
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy; capacity and willingness to be flexible and accommodating in difficult working circumstances and contexts;
  • IT skills required: Office Package (Access, Excel at least), EpiInfo, Kobo, SPSS or other databases;
  • Commitment to and understanding of Save the Children’s aims, values and principles.

Desirable

  • Technical expertise in one of Save the Children’s main sectors in DRC (health, nutrition, education, child protection, livelihoods);
  • Knowledge of DRC and/or central and/or west Africa region;
  • Experience of working with Save the Children.

Contract length: 24 months
