South East Asia and Pacific Multi-Country Office (EAPMCO)
The South East Asia and Pacific Multi Country Office (EAPMCO) supports, develops and oversees the UNOPS portfolio of projects in South East Asia and the Pacific. EAPMCO was established in January 2023 following the merger of the Thailand Multi-Country Office, which covered 20 countries across North East Asia, South East Asia and the Pacific, and the Cambodia Multi-Country Office, which covered 4 countries South East Asia – 3 countries in the Mekong Sub-region (Cambodia, Lao PDR and Vietnam) and the Philippines. EAPMCO currently covers 24 countries across North East Asia, South East Asia and the Pacific. With its head office in Bangkok, the Multi-Country Office comprises nine business units: EAPMCO Thailand, EAPMCO Indonesia, EAPMCO Pacific Operations Cluster, EAPMCO Papua New Guinea, EAPMCO China, EAPMCO Vietnam, EAPMCO Lao PDR, EAPMCO Philippines and EAPMCO Cambodia.
In 2022, the UNOPS EAPMCO implemented projects worth more than USD 95.7 million, in the areas of Energy Transition, Digital Transformations, Sustainable Environmental Management, Climate Change, Waste Management, Rule of Law and Access to Justice, Water, Sanitation and Hygiene (WASH), Post Conflict Reintegration, Emergency Relief, Post COVID19 Economic Transformations, and Health, through HR, procurement, construction, contract management, fund and program management services.
The Multi Country Office head office in Bangkok provides strategic direction, operational support, delivery oversight and assurance of the excellence of business processes and quality standards across all of the entire Multi Country Office locations. It is also responsible for developing, delivering and managing the portfolio of engagements in the country of the MCO location itself.
Background – Job Specific
Under the guidance and direct supervision of the Administrative Assistant, the Senior Driver’s main goal is to transport clients in a comfortable, safe and timely manner. He/she should have a valid driver’s license and a clean driving record with no traffic violations. He/she also promotes a customer service-oriented approach consistent with UNOPS rules and regulations.
Duties and responsibilities
Reporting to the Administrative Assistant, the Senior Driver is responsible for the following:
1. Provision of Safe, Timely and Comfortable Transportation
- Drives office vehicles for the transportation of authorized personnel to and from work location as may be required.
- Delivery and collection of mail, documents and other items;
- Meet official personnel at the airport (when required) and transport them to designated locations.
- Ensures that the steps required by rules and regulations are taken in case of involvement in accident;
- Abide by the country’s traffic rules
- Abide by United Nations rules and ethics concerning safe driving and security procedures
- Ensures timely submission to and pick up of visas from embassies
2. Vehicle Management
- Keep the vehicle clean and in good condition
- Abide by the UNOPS, UN Department of Safety and Security (UNDSS) rules and regulations in traveling especially in Outstation Area.
- Further adhere to the Speed limits etc. as stipulated by the Thai Traffic authority
- Responsible for the day-to-day maintenance of the assigned vehicle, checks oil, water, battery, brakes, tires, etc.,
- Performs minor repairs and arranges for other repairs and ensures that the vehicle is kept clean;
- Logs official trips, daily mileage, gas consumption, oil changes greasing, etc.;
3. Administrative Support
- Accurately tracking validity of official identification, travel documents (such as UN Ground Passes, UN Certificates, UN Laissez Passer, Visa etc.) for personnel and reminding personnel when they need to renew;
- Effectively supporting Asset management activities (physical verification of assets, tagging and capturing of new assets);
- Accurately and timely documenting all paper-based invoices (received at the reception) and sharing them, (in a timely manner), with relevant focal points for their certification;
- Manage small office supplies.
- Raising Requests for payments (RFQs) for recurring payments.
- Support in updating the personnel attendance register for Thailand office.
4. Expectations
- The Senior Driver is to ensure safety of personnel as well as the vehicle being driven. The Senior Driver is required to fully adhere to the rules and regulations of UNOPS, UNDSS and other statutory regulations in executing his/her day to day activities.
- The Senior Driver is required to maintain all the record books / log books and keep their vehicles in a good condition.

Education/Experience/Language requirements
Education
- Minimum secondary education qualifications is required.
- Training/certification in a basic vehicle maintenance and repair course is an asset.
- Valid Driving License is required.
- High School diploma with 50% reduced years of required experience may be considered for qualified female applicants.
Work Experience
- A minimum of three years of regular professional Driver experience preferably in an international organization is required.
- A safe driving record is required
- Knowledge of locations in Bangkok and routes to other main places in Thailand is required
- Knowledge of local driving rules and regulations is required
- Skills in minor vehicle repairs are assets.
- Administrative support services experience is an asset.
Language
- Full working knowledge (fluency) of English and Thai languages is required.

- Contract level: ICS 3 / LICA 3
- Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.’
