Senior Education Technical Specialist, Learn to Read – Laos At Save the Children

The Senior Education Technical Specialist is a key personnel on a USAID-funded basic education opportunity in Laos. The Senior Education Technical Specialist serves as the Lao Language Reading expert and provides technical leadership and oversight of programmatic activities to ensure quality, timeliness, and efficiency of all products and activities generated under this USAID-funded program.

What You’ll Be Doing (Essential Duties)

  • Provide technical direction to the implementation of program activities aimed at strengthening the quality of student learning, utilizing evidence-based practices;
  • Work with the project team, USAID and partners to develop the detailed design and annual implementation plans, management and resources plans on all components related to the project;
  • Support implementation to ensure quality and timely delivery and build capacity of team to deliver activities independently in remote, rural areas;
  • Oversee the quality of project activities and build capacity of team to ensure collaboration and sustainability;
  • Lead the technical team to develop and deliver the technical program in partnership with the MOES and other development partners;
  • Lead the development of technical reports and deliverables;
  • Collaborate with the monitoring and evaluation team to facilitate evidence-based decision-making;
  • Ensure program interventions build on existing evidence and are integrated with the relevant MOES and other donor activities;
  • Guide the CLA (collaboration, learning and adaptation) processes within the project and oversee the generation and use of evidence by the project and its partners;
  • Monitor the quality of program implementation and work with the project management team to make any necessary adaptations based on learning;
  • Develop and oversee the advocacy and networking approach of the project;
  • Establish effective communication and coordination with relevant personnel from the MOES and local stakeholders, as well as existing Save the Children staff;
  • Support prioritizing and strengthening sustainability of the program, including working closely with Ministry of Education counterparts to ensure that sustainability plans are grounded in the realities of the context.

Required Qualifications

  • Minimum of Masters’ Degree in Education, international development or related field;
  • Minimum of seven years’ experience working in support of planning, implementation and management of education programs in an international setting/NGO context, prior experience in Early Grades Reading preferable;
  • Excellent training and facilitation capability;
  • Able to conceptualize and manage a project research agenda;
  • Experience in advocacy and policy development;
  • Strong analytical and conceptual skills and the ability to think and plan strategically;
  • Demonstrated creativity, innovation and initiative;
  • Excellent communication skills, including fluency in written and spoken English, and strong inter-personal skills;
  • Experience of working in Laos or elsewhere in the region; knowledge of Lao language or other similar SE Asian languages with an alphasyllabic orthography;
  • Experience working towards sustainability of program priorities;

Preferred Qualifications

  • Prior experience with USAID desirable.
