JOB PURPOSE
The Senior Finance Coordinator (SFC) is responsible for managing the Yazda Finance Department. s/he is responsible for ensuring the robustness of the Yazda financial management systems and processes.
S/he is responsible of financial reporting, financial grant management and compliance, communication, capacity building of all finance staff in Yazda (including those in Sub-Offices or project specific finance positions). The SFC designs, improves and maintains effective financial systems and processes.
In line with Yazda strategic priority to reinforce an organizational culture of high performance and accountability, s/he works with Programmes to ensure that the all Yazda Projects maintains a high level of resource stewardship and strict financial controls.
DUTIES AND RESPONSIBILITIES:
· Review of Purchase Order, Advance Request, Expense Reports and Payment Requests.
· Supervise the daily cash management and cash count
· Responsible to review all documents (according to AM) submitted for payment to ensure proper procedures have been followed
· Supervise the maintenance of all accounting records, ensuring that records are complete, accurate and safeguarded
· Preparation of the award Budget Pipelines, Budget vs. Actual reports, and Cash Flow Projection.
· Help with the maintenance of the Country Support Budget and estimation of support costs.
· Oversee the development and implementation of robust local financial systems and processes (for e.g., payroll and cash management) as appropriate.
· Work closely with the Country Director to provide analyses and action plans that address significant variances between approved budgets and actual expenses.
· Support the project managers to provide a cash forecast, to ensure efficient management of cash flows. In addition, ensure that cash forecasts submitted to donors are accurate and based on proper cash flow planning.
· Ensure bank accounts are managed in accordance with finance and treasury policies. Coordinate the opening and closure of bank accounts and maintain an accurate list of bank signatories.
· Ensure that monthly bank reconciliations are performed in accordance with the Bank Reconciliation Procedure for all bank accounts and approved bank reconciliation forms are submitted to HQ/Finance on timely basis.
· Work on the month-end financial closure process and coordinate the timely submission of monthly financial reports to Country Director.
· Coordinate the submission of monthly, quarterly and final financial reports to Taxes office in Iraq
· Ensure grants are setup correctly and timely in Yazda financial systems.
Qualifications & Preferred Skills
PERSON SPECIFICATION (Education, Experience, Skills. Abilities)
Minimum Requirements:
· A university degree in accounting is required.
· Minimum of 3 years´ experience as finance/accounts Officer similar
· Minimum of 3 years successful of general ledger accounting experience in the humanitarian field.
· Demonstrated competency with computerized general ledger software.
· Good Computer skills (PowerPoint, Word, particularly Excel 7 Quick Books).
· Able to communicate verbally and written in English, Arabic and preferably Kurdish.
· Punctuality and respect for rules and procedures.
· Able to work independently, with minimal supervision and well under pressure.
· Must be able to maintain highest level of confidentiality regarding work-related information and data.
DUTY STATION:
The position will be based in Duhok office, 90% in the office and 10% in the field.
