1. Purpose of the Position:

The Finance & Grants Senior Officer will assist the Finance Director by providing operational and financial assistance being responsible for overseeing the financial management and compliance of GFP financial operations, grants and prime awards including subaward and providing quality and efficient delivery of financial and grants services, ensure accuracy of financial data and assist programme teams in overall financial management of programme budgets, partner/donor contracts and in staff/partner capacity building for finance management. In addition to monitoring the program implementation cycle from the kickoff process until the program close out.

2. Responsibilities:

Financial Control & Reporting

  • Supporting the Finance Director in supervising the finance team; and assigning different grants/programs/functions to different Accountants for balanced workload; to ensure efficient and effective financial management for GFP. in compliance with GFP and Donor/Partner policies and reporting requirements.
  • Leads the implementation of GFP’s internal controls, Finance policies, systems, and procedures within and across teams.
  • Ensuring the effective and accurate transaction processing and accounting in compliance with GFP procedures. This includes taking responsibility for day-to-day operations of the country office finance and ensuring the accounting system is up-to-date, accurate, and maintaining the integrity of data.
  • Review all the supporting documents related to the projects to ensure that they comply with GFP and Donor rules prior any commitment to suppliers.
  • Review all donors/partners financial reports and supporting documents and provide written feedback to donors/partners for adjustments or disallowed expenditures.
  • Leads in the conduct of capacity building activities to staff and partners in financial management.
  • Leads in the timely production of financial accounts, ledgers and reports as required by GFP and local regulations.
  • Develops financial analysis tools to assist budget holders in the management and monitoring of budgets and identifies significant variances in spending.
  • Effective management of the balance sheet accounts and reconciling and reporting on them as per management requirements.
  • Coordinate the preparation of Annual budgets and Support Project Budgets, monitoring its effective utilization, and supporting programme teams in their interpretation and implementation through regular reporting.
  • Ensuring compliance with local legal and statutory financial reporting requirements
  • Ensuring that the value for money concept is applied in all programme related supply of goods and services to programmes is carried out speedily and efficiently in a transparent manner, following donors’ requirements
  • Taking prompt and definite action on non-compliance with policy and practice.

Cash Management

  • Support in cash and bank management including cash handling and cash flow monitoring.
  • Prepares monthly cash projection and cash flow forecast to ensure adequate availability of funds.
  • Prepare monthly cash requests and follow on cash collections timely

Grants Management

  • Ensure grant cycle processes are followed through developing workflow, ensure all donor contract administration is properly managed including database information systems and records on donor contracts and related data.
  • Put in place structures to support the effective dissemination of grant information so that all key contributing staff have a clear understanding of requirements, compliance and expectations throughout the lifecycle of an grant (opportunity to close-out).
  • Lead staff and donor engagement and relationship management as the GFP focal point on grants, coordinate on reviews, communications, documentation and reporting. Work with budget holders to ensure they develop and implement remedial plans based on agreed action points and closely review achievements in following month.
  • Coordinate requests going to the staff and donor in a timely manner. Ensure adherence to donor’s contract requirements, compliance and timely submission of reports.
  • Partner Financial Management
  • Ensures the conduct of partners’ assessment and review of financial reports from partners to ensure that they are compliant with GFP and back donor’s standards and guidelines.
  • Lead in the capacity building of partners in financial management and internal controls.
  • Provides support to programme teams in partner financial management and donor fund management concerns.
  • Develop tools and supports programme team in the development of project proposals.
  • Any other related tasks and responsibilities that may be required.

5. Education, Qualifications, Competences, Skills Required:

Essential:

  • University Bachelor Degree essential Accounting, Finance.
  • At least Seven year’s professional experience in senior finance role.
  • Excellent computer skills (MS Office, Advanced excel, Power BI,etc..).
  • Excellent spoken and written English and Arabic.
  • Interest in global current affairs, peace building and development.
  • Commitment to learning and personal development.

Preferred:

  • Demonstrated ERP experience highly added value
