Senior Finance Manager At DAI Global

Project Background:

The USAID/Liberia Civil Society Activity (CSA) aims to strengthen Liberian Civil Society Organizations (CSOs) to more effectively engage their constituents (citizens), contribute to decision-making processes, and oversee government actions. The purpose of this activity is to strengthen Liberians’ ability to advocate for policy reforms, policy implementation, and service delivery through multi-stakeholder coalitions that build feedback loops among government, CSOs, and citizens.

Position Description:

The Senior Finance Manager will be responsible for the financial management of the project.

Responsibilities:

  • Work with the CSA senior leadership on the review and analysis of budget estimates for allowability, allocability, reasonableness and consistency.
  • Design and implement finance and accounting manuals.
  • Manage payroll functions.
  • Manage, process and account for all expenditures under the project.
  • Ensure non-billable requirements are kept to a minimum.
  • Provide regular input into annual and quarterly pipeline and budget exercises for USAID and DAI corporate reporting.
  • Allocate project funds among various program activities with the authorization of the team leader.
  • Oversee and ensure adequate project profitability.
  • Set up and refine financial systems to USAID requirements.
  • Ensure financial files are maintained in-line with DAI polices and procedures and USAID regulations.
  • Prepare regular reports for appropriate management as necessary or requested.
  • Directly supervise the Accountant.

Reports to: Operations Director

Minimum Qualifications:

  • BA/BS in finance, business administration, public administration, economics, or other relevant field is required. Master’s preferred.
  • At least 10 years of working experience with experience leading and managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations. DAI operations policies and procedures experience is preferred.
  • Experience working on donor-funded projects in a related role with supervisory experience.
  • Strong interpersonal skills with the ability to engage with a wide range of organizations, beneficiaries, and related parties.
  • A track record successfully collaborating with USAID or other donor counterparts in Liberia is preferred.
  • Excellent verbal and written communication skills in English; and
  • Previous work experience in Liberia/West Africa preferred.
