Senior Finance Manager- Budget & Reporting At International Rescue Committee

The IRC was present in Sudan from 1981 to 2009. In November 2019, the IRC re-registered in Sudan and opened a main office in Khartoum, with programming beginning in 2020. It is currently operational in Al Jazeera, White Nile, Gadaref, and Blue Nile states, including a satellite office in Tunaydbah (Gedaref). The IRC’s impact groups are vulnerable individuals impacted by conflict and crisis, including women, children, the elderly, persons with disabilities, refugees, mixed populations, and host communities.

Specific responsibilities:

Under the supervision of the Deputy Finance Controller, finance manager; budgeting and reporting will work closely with Grants and partnership team, technical coordinators, monitoring, and evaluation (M&E), and operations teams. He will support with budget proposal development, budget realignment, monthly spending analysis and donor financial reporting.

Key Responsibilities

Proposal Budget Development, Grant Management.

• Supporting Deputy Finance Controller with program staff to prepare grant budgets to support new proposals.

• Supporting Deputy Finance Controller to conduct a detailed preparation of existing grant budget revisions ensuring that all costs are covered and are not under/over budgeted in addition to accurate use of the IRC’s and the donor budget formats.

• Provide monthly analysis for per grant and provide advice to the budget holders to any variance spending.

• Review and consolidate spending plans provided by program team before submitting to donor.

• Representing finance during project cycle meeting.

• Provide support and feedback to Operations and Program Coordinators and Managers for all questions regarding the BVAs.

• In compliance with donor requirements propose and prepare adjustments entries, attaching all supporting documents for finance records and posting into Integra system.

• Review item forecast and ensure compliance with IRC & Donor regulations before signing.

• Support Deputy Finance Controller on Budget setup per donor reporting format.

• Track the spending on support costs and provide quarterly analysis for the purpose of any budget amendments or new budgets.

Donor Reporting

• Preparing Donor Financial reports and submitting them to Deputy Finance Controller for review ensuring the reports comply with donor reporting requirements and timely submit as per contractual requirements.

• Perform project reconciliation alongside financial report ensuring all the transactions are reported and adjustment journal posted if any.

• Review grant trial balance including and ensure the grant balance sheet account are cleaned.

• Review the Grant inventory status and take necessary action during donor reporting.

Staff Training

• Conduct regular training sessions for new staff and IRC field offices on Budget Management and donor regulations for Program, Operations and Finance staff in close coordination with Grants team.

Other task

• Support Deputy Finance Controller during Internal and external audit. Ensuring that all documentation and required Schedules are made available for the Auditor in good time.

• Support the procurement department in ensuring that tendering and bidding process is fair, compliant, competitive, and being finance focal person in the procurement committee.

• Performing any other duties assigned by the supervisor.

Qualifications

Education:

• A bachelor’s degree in accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or ACCA.

Experience:

• Not less than 3 years’ Experience management position.

• Advanced excel skills required.

• Experience in working with Microsoft dynamics 365

Required Experience & Competencies:

• Good written and verbal skills in the English language and Arabic language would be ideal

• Working experience on budget preparation, budget management and financial reports is a requirement. This job requires strong analytical skills to be able to make logical and strategic budget decision.

• Ability to carry out responsibilities independently with minimal technical support from within the program organization.

• Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.

Policy compliance – IRC way policies:

• Ensure any violations of the IRC Sexual Abuse and Exploitation Code of Conduct are reported to technical coordinator or other member of IRC team. The reporting of violations is an obligation on the part of all IRC employees, including temporary hires and consultants.

• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers.
