Senior Finance Officer At NGO Coordination Committee For Iraq

NCCI Background:

The NGO Coordination Committee for Iraq (NCCI) is a member-led NGO coordination platform of over 200 international and national NGO members or observers and serves as the primary NGO platform in Iraq. Established in 2003, NCCI’s mission, structure and objectives continuously evolved to adapt to the changing circumstances and support needs for civil society in Iraq. Primary functions include coordination and information sharing, advocacy support services and capacity building for NGOs. NCCI is the only major NGO forum in Iraq so it serves as the primary point of contact and information for NGOs, government authorities, donors and UN agencies.

Objective:

Under the direction of the Finance & Administration Manager this position is responsible for the effective Finance of NCCl’s Erbil office while also liaising and working with all of NCCI offices on any relevant financial duties as necessary. The Senior Finance Officer will also benefit from a highly attractive coaching and mentorship offered by the NCCI Finance & Administration Manager including goals, objectives, overall career development and support in effective performance.

Responsibilities and Tasks

Finance 90%

  • Work closely with the Finance & Administration Manager to ensure smooth operation of all finance and administrative matters.
  • Accurately matching invoices to statements and purchase orders to invoices
  • Input accounting data into the accounting system with speed and accuracy and Calculating and checking to make sure payments, amounts and records are correct
  • Supervising monthly petty cash transactions.
  • Assist in the production of financial statements and applications, preparation of spreadsheets, reports and correspondence as required
  • Keep up to date manual and electronic records of all cash on a weekly basis
  • Make all payments from cash, Cheque and transfer including salary payments and currency exchanges
  • To support, advise the Program staff on issues relating to Finance and Procurement.
  • To provide relevant and timely financial information relating to the Budget utilization to the Management.
  • To liaise with Auditors regarding annual, internal and external audits as and when required.
  • To process payroll maintaining its confidentiality. Handle queries about it.
  • Assist in Tax and social security calculation as per government laws and maintain record of tax, social security and other payments and proper submission to the relevant authorities as and when required.
  • Prepare and send to Finance and Administration Manager monthly accounts reports according to the standard NCCI financial procedures.
  • Ensure prompt repayment of all advances.
  • Ensure that all financial procedures carried out comply with NCCI’s financial guidelines.
  • Act responsibly with NCCI money and assets, seeking the best prices and rates, and checking contracts and purchase agreements for accuracy, fulfillment, delivery dates, etc.
  • Organize the monthly petty cash count with the office administrative assistants/associates and submit to the Finance Manager for Review.
  • To order and archive all financial documents on a weekly basis.
  • Liaison with bankers and tax authorities on matters relating to corporate taxation.
  • Supervise the regular physical verification of assets and other valuables as done on a monthly basis by the administrative assistant/associate.
  • Maintain QB accounting online books.

10% Flexibility for additional responsibilities including career development.

Required skills relevant to the job

  • A degree in Accounting or a Finance academic certificate.
  • Minimum 3 years’ experience in the related field, preferably in humanitarian sectors
  • IT Knowledge (MS Packages, advanced use of internet, experience in Quick Books online accounting systems is preferable.
  • Fluency in English, Kurdish and Arabic
  • Having some information about Iraqi Labor Law
  • Ability to relocate/travel to other areas in Iraq
  • Able to work under pressure and in insecure areas
  • Ability to maintain confidentiality
