Key Responsibilities:

Financial Management and Reporting

A1. Financial Management and Reporting

1. Ensure accurate and timely financial data of partners into the standard registers, including partner journals, ensuring compliance with both UN agencies (e.g., UNICEF, WFP, OCHA) and other donors’ regulations.

2. Support in the preparation of monthly financial reports for grants and projects, coordinating expenditures and reporting to Project Managers, stakeholders, and donor representatives (including UNICEF, WFP, OCHA, and other key donors).

3. Ensure accurate coding of budget and expenses, in full compliance with WVI internal policies and donor requirements (both UN and non-UN donors), including accounting, reporting, and year-end closing processes.

4. Participate in project and grant budget development, working with project teams to optimize overhead costs while ensuring compliance with donor regulations and operational needs for both UN agencies and other donors.

5. Assist in discussions regarding grant reports with project teams, ensuring compliance with donor requirements and timely submissions to UNICEF, WFP, OCHA, and other international donors.

6. Ensure grant accounting adheres to UN agency and other donor requirements, particularly in terms of expense coding, reporting, and fiscal year-end procedures for both UN and non-UN funded projects.

7. Maintain full donor compliance in all grant activities, providing regular updates to the Finance Manager on compliance challenges, especially for UN agencies and other donors.

8. Assist in updating approved budgets in Ledger B and G on Sun6, ensuring that they align with PBAS commitments and other donor financial tracking systems.

9. Support in managing provisions and reviewing partner payments in accordance with donor reporting standards, including for non-UN donors

A2. Local Partnering:

1. Lead and coordinate donor audits on local partners’ financial records for all donors, including UNICEF, WFP, and other key donors.

2. Perform site visits and partner monitoring to conduct compliance reviews and provide mentorship on financial management, ensuring partners meet the standards of both UN agencies and other donors.

3. Provide capacity-building sessions for partners on financial management, record-keeping, and reporting, focusing on meeting requirements from UNICEF, WFP, OCHA, and other major donors.

4. Review support documentation for partners to ensure compliance with donor requirements and financial reporting standards for both UN and non-UN funded projects.

    · Accurate financial reports/information are prepared and distributed to budget holders and donors within then set deadlines for better decision making.

    · Trustworthy and transparent financial engagements with local partners.

    · A robust system of checks and balances, ensuring financial integrity with local partners.

    · Prompt identification and rectification of financial discrepancies, ensuring donor compliance and protecting organizational reputation.

B. Capacity building

Guide Finance Officers, ensuring effective team operations and alignment with donor financial guidelines from UNICEF, WFP, OCHA, and other donors Support the dissemination of understanding regarding financial policies (including COCCA) and donor regulations (including UNICEF, WFP, OCHA, USAID, DFID) across the organization and among partners. Participate in grant start-up workshops and training sessions in collaboration with relevant donors (including UNICEF, WFP, OCHA, and other key donors), ensuring alignment with financial compliance requirements.

Awareness and understanding of key grants compliance standards by all relevant staff

C. Risk management

1. Participate in audit preparation to provide required information, ensure follow up actions and implementation of audit recommendations related to finance, addressing common audit findings and disallowed costs.

2. Enforce financial policies and procedures to ensure compliance to Generally Accepted Accounting Principles, WVI finance policies, and Government and other donor regulations.

3. Assist in managing financial risk and implement anti-corruption strategies

  • Risk exposure within WV and Government donors minimized.
  • Minimum acceptable audit risk ratings and timely implementation on internal and external audit recommendations ensured.
  • Full compliance with LDR policy requirement ensured.
  • Anti-corruption strategy rolled out and understood by all staff

Perform other duties as required.

KNOWLEDGE /QUALIFICATIONS FOR THE ROLE

Required Professional Experience

1. Minimum 4 years of experience in accounting position with medium business/medium NGO/government agency

2. Experience with humanitarian aid in-country, including working with UN agencies such as UNICEF, WFP, OCHA, and other international donors, is a plus. This experience should demonstrate the ability to navigate complex financial reporting and compliance requirements within the humanitarian context. Proven ability to manage and coordinate financial operations in challenging environments is highly valued.

3. Practical knowledge of financial systems, internal financial controls & procedures, and staff management skills

Required Education, training, license, registration, and certification

Bachelor’s degree in accounting, Finance or Business Administration, or a related field.

Preferred Knowledge and Qualifications

  • Solid knowledge of accounting principles, financial systems, budget/cash flow monitoring and internal accounting controls.
  • Solid knowledge of government grant regulations and financial reporting requirements.
  • Ability to solve complex problems and to exercise independent judgment.
  • Knowledge on Turkish Social Security and Tax Legislation is a plus
  • Good working knowledge of computerized accounting systems must be computer literate in Microsoft Office programs.
  • Analytical skills and good attention to details.
  • Good oral/written and interpersonal skills.
  • Ability to work on a cross-cultural environment with a multi-national staff.

Travel and/or Work Environment Requirement

The position requires ability and willingness to travel domestically and internationally up to 25% of the time.
