About the Job: IMA World Health is seeking a Senior Human Resources for Health (HRH) Advisor to support the anticipated USAID-funded Cambodia Enhancing Quality of Healthcare Activity II (EQHA II). EQHA II is a five-year health systems strengthening activity to improve the capacity of both public and private health systems in Cambodia to provide high quality priority health services, including maternal and child health, and infectious diseases.

The Senior Advisor, Human Resources for Health will be responsible for the oversight and management of all HRH activities, including strengthening internal systems and human resource management information systems (HRMIS) for public and private health system entities. The position will be based in Phnom Penh. Actual hiring is contingent upon signed agreement and USAID approval. Cambodian nationals are highly encouraged to apply.

Key Responsibilities:

  • Lead the development and implementation of the project’s HRH strategy.
  • Identify areas for improvement in the HRMIS systems used by public and private sector entities.
  • Conduct HRH trainings for public and private health actors within the Cambodian health system.
  • Provide training and mentoring, including conducting site visits to support private and public sector entities addressing HRH-related issues.
  • Responsible for day-to-day monitoring implementation of HRH activities by mentoring technical teams, ensuring adherence to targets, timelines, budget management, and achievement of objectives.
  • Work with Ministry of Health personnel to create action plans for implementation of project activities and tools for monitoring performance; to refine policies and accountability tools for health systems; and to advise on human resources allocation, training, and deployment.
  • Work with the Ministry of Health to improve existing HR policies and/or develop new policies where there are none.
  • Work with the Ministry of Health to develop a licensing system to improve the quality of care of the public and private workforces.
  • Provide inputs on systems indicators relevant to project performance and work closely with the M&E Director to track project performance in project sites.
  • Work collaboratively with project team and headquarters staff to assure proper technical reporting, spending, and compliance.

Qualifications:

  • Master’s degree in public health or related field.
  • At least five years of experience providing managerial or technical support to large, donor-funded health projects in developing countries.
  • Extensive experience with health systems strengthening and human resources for health, especially in relation to strengthening the HRH capacity of public and/or private entities.
  • Demonstrated experience in needs, organizational capacity, and risk assessments, design of capacity building and training programs, facilitation, monitoring and evaluation, and institutional strengthening processes.
  • Proven experience in the successful implementation of health system strengthening projects
  • Experience with iHRIS highly preferred
  • Excellent facilitation and training skills in a variety of health and organizational development topics.
  • Strong English interpersonal, oral and written communication skills. Conversational in Khmer a plus.
