JOB PURPOSE: The Senior Human Resources Officer provides practical, timely support and advice on the following areas of Human Resources: compensation and benefits administration, staff care and wellness, records management, hiring and retention policy and process and other HR related activities assigned. The successful candidate will work closely with the HR Manager to design, implement and lead on these areas while ensuring employee satisfaction and retention.

BUDGET RESPONSIBILITY: None

KEY RESPONSIBILITIES:

  • Work closely with the Human Resources Manager in developing policies, programmes and processes to achieve the HR outcomes.
  • Recommends new approaches and procedures to effect continual improvements and efficiency of the HR department and services performed. Work closely with the HR Manager in the review, revision and streamlining of general procedures and HR forms.
  • Closely coordinate with the HR Manager in responding to complex HR issues and concerns.
  • Co-create and take the lead on a range of strategies and programmes that promote staff care and a healthy work environment such as the one focused on wellness, PSEAH among others This includes working with Safety Officer in support of the implementation of the Foundation Safety and Wellness policy.
  • Lead on employee engagement including design and implementation of organizational programs that promote employee goodwill and positive morale e.g. staff annual retreat, holiday party, engagement surveys, etc.
  • Ensure integration of GEDSI in HR processes such as diversity recruiting and retention, promotion of equal opportunity, overseeing compliance with safeguarding policies, among others
  • Responsible for the annual and mid-year performance review process. Support the managers on performance management and objective setting of new employees.
  • Responsible for salary and benefits administration and leave management.
  • Support in payroll administration.
  • Oversee the new employee hire process such as orientation, uploading information on HR database, and completing all government filing requirements.
  • Responsible for the 201 files.
  • Manage the preparation of documents for Internal Audit and support in responding to audit findings.
  • Work closely with the HR Manager and Senior IT/Solutions Manager in the development of the Human Resources Information System.
  • Support the HR Manager in the area of change management.
  • Mentors, and coaches HR Officer
  • Perform other relevant duties as requested by the HR Manager and Deputy Country Representative.

REQUIREMENTS:

  • Bachelor’s degree, plus, a minimum of ten (10) years relevant experience in Human Resources
  • Critical thinker with constructive approach to problem solving. Will have the ability to identify issues and opportunities, provide recommendations and solutions..
  • Track record in HR development and implementation of policy and processes
  • A focus and dedicated approach to providing effective customer service.
  • Demonstrate sensitivity when handling confidential information.
  • Demonstrated cross-cultural competencies.
  • Well organized with demonstrated ability to perform and prioritize multiple tasks in a past faced, high volume environment
  • Demonstrated ability to be professional, calm, flexible, resilient, solution-oriented and creative.
  • Excellent oral and written communication skills
  • Proficiency in MS Word (Office, Excel and PPT)
  • Knowledge of the Philippine Labor Law and statutory benefits/policies
  • Adept at navigating SSS, HDMF and Philhealth electronic recording and reporting systems.
  • Basic financial and numerical skills
  • Able to work independently and with own initiative.
  • Proficient in written and spoken English and Filipino
  • High degree of diplomacy, sensitivity, and fact
  • Attention to detail.
  • Ability to travel
