Org. Setting and Reporting
This position is located in the Operations and Advocacy Division, Office for the Coordination of Humanitarian Affairs (OCHA), which is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.
This position is located in the Office for the Coordination of Humanitarian Affairs (OCHA) in Ukraine, based in Donetsk. The Senior Humanitarian Affairs Officer/Deputy Head of Office, reports to the Head of Office, and is responsible for the management oversight of OCHA field offices in non-Government-controlled areas.
Responsibilities
Within delegated authority, the Senior Humanitarian Affairs Officer/Deputy Head of Office will be responsible for the following duties:
• Provides authoritative technical and policy advice to senior management in OCHA, the UN Humanitarian Coordinator and other agencies in the UN system, Member State officials, international and regional organizations, international and national non-governmental organizations on programmes, projects and issues of significant impact on humanitarian, emergency relief and disaster response/management efforts.
• Monitors the performance of OCHA’s humanitarian mandate; influences the development and evolution of the UN approach to humanitarian affairs; designs and implements significant policy and programme changes to address humanitarian affairs issues, including gender considerations; guides efforts to ensure that humanitarian coordination mechanisms are effective.
• Develops/ensures implementation of coherent humanitarian/disaster response strategies and procedures, including supporting efforts to maintain and expand humanitarian access in non-Government-controlled areas of Donetska and Luhanska oblasts.
• Conceptualizes, formulates, leads and directs joint humanitarian assessment missions in carrying out disaster assessment or other missions and recommends necessary action; initiates, mobilizes and coordinates international humanitarian/emergency assistance for exceptionally complex situations or major disasters; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries.
• Manages the production of appeals for international assistance; supports the OCHA Head of Office in the preparation, implementation, monitoring and reporting of the Ukraine the Humanitarian Response Plan, soliciting and negotiating inputs with relevant authorities, UN agencies, NGOs; ensures the proper use and spending of donor contributions channelled through OCHA.
• Leads capacity building initiatives; identifies bottlenecks and gaps and develops proposals to improve response systems and mechanisms, to include technical assistance in the design of specific coordination and other systems/mechanisms; organizes and participates as trainer/resource person in national and international training seminars.
• Serves as liaison with non-UN entities, including senior host government officials, senior relevant entities and administrations in non-Government-controlled areas, donor representatives, non-government actors, NGO officials, the media, etc.,.
• Supports the Head of OCHA Office in facilitating humanitarian area coordination, including liaison with stakeholders to support access of principled humanitarian assistance and protection.
• Supports the Head of Office in overall work planning and budgeting.
• Leads and directs a team of staff; oversees OCHA activities and sub-offices in non-Government-controlled areas of Donetska and Luhanska oblast; plans and allocates work assignments; coaches, mentors and evaluates staff; participates in recruitment, selection and training of new staff and in the development of training programs.
• Organizes and/or chairs inter-agency and other international meetings, conferences, task forces; presents views and policies of OCHA.
• Supports the OCHA Head of Office in ensuring the office produces timely, quality outputs including comprehensive work plans, concise and factual situation reports, analytical papers, comprehensive and fact-based information products.
• Performs other duties as requested by the OCHA Head of Office.
Competencies

Education
An advanced university degree (Master’s degree or equivalent) in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, is required. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of ten (10) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required.
. A minimum of five (5) years of relevant experience at the international level is required.
. A minimum of two (2) years of humanitarian experience in an emergency field setting (where a mission and/or project is being implemented in a setting impacted by a complex emergency or natural disaster) is required. - Relevant experience in access negotiations with diverse stakeholders is desirable.
- Relevant experience in the UN Common System or similar organizations is desirable.
- Relevant experience in the region is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Russian is required. Knowledge of another official UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

In its resolution 66/234, the General Assembly further “stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…” Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.
• Upon separation from service, including, but not limited to, expiration or termination of, or resignation from, a fixed-term, continuing or permanent appointment, a former staff member will be ineligible for re-employment on the basis of a temporary appointment for a period of 31 days following the separation. In the case of separation from service on retirement, a former staff member will be ineligible for re-employment for a period of three months following the separation. This equally applies, mutatis mutandis, with respect to a former or current staff member who has held or holds an appointment in another entity applying the United Nations Staff Regulations and Rules and who applies for a temporary position with the Secretariat.
• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as “retirement.” Such retirees shall not be employed by the Organization, unless (a) the operational requirements of the Organization cannot be met by staff members who are qualified and available to perform the required functions; and (b) the proposed employment would not adversely affect the career development or redeployment opportunities of other staff members and represents both a cost-effective and operationally sound solution to meet the needs of the service.
• Subject to the funding source of the position, this temporary job opening may be limited to candidates based at the duty station.
• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
