CONTEXT: Atlas Logistique is an operational unit of HI, supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimizes and accelerates the delivery of aid in emergency and chronic humanitarian situations. Our mission is to open the humanitarian space to the most difficult to access populations, and to optimize humanitarian supply chains. **

We advocate for an innovative vision of operational logistics, seen not as a support function for operations, but as a vector of humanitarian impact. Operational logistics makes the humanitarian aid system more efficient, more inclusive of isolated populations and more respectful of the environment. It can also contribute to the emergence of market players as levers of resilience and development in fragile countries. We are constantly rethinking our projects so that they serve this vision and our humanitarian impact mandate.

The Signal is Atlas Logistique’s project that seeks to analyse, produce and disseminate information that improves the planning and decision-making capacity of the humanitarian community in emergency preparedness, emergency, reconstruction, and development contexts. Convinced that there is no efficiency in the humanitarian environment without equity and relevance, we have developed the “logistics vulnerability” concept to improve the impact of aid, making it more effective, relevant, equitable, and inclusive. Based on extensive data analysis and in collaboration with affected communities and market actors, we identify logistical issues that can create or reinforce inequities, hinder resilience, and prevent communities from recovering. The SIGNAL project aims at improving the targeting and prioritization of the least resilient populations, improve their ability to recover, and limit the negative impacts of aid.

This project is an ambitious and visionary approach of impact logistics. It is currently piloted in Haiti, Burkina, Togo, Benin and is about to be launched in Niger, Mali and Madagascar.

Atlas Logistics is looking for a Innovation project manager with strong humanitarian leadership and planning capacity to steer the global development and adjustment of the SIGNAL innovation project, including strategic development, project supervision, monitoring and fundraising.

OBJECTIVES MAIN RESPONSIBILITIES: Under the supervision of AL Director, your main responsibilities are:**

You manage the global development SIGNAL innovation project

Contribute to the SIGNAL project strategy

· Coordinate and facilitate the revision of the project strategy and action plan, together with the HQ and field teams involved in the project

· Organise and animate the steering committee of the project.

· Key contributor to the project strategy

Supervise the global project implementation, in collaboration with adequate services and field teams, and in line with global standards and procedures

· Steer the global development of the SIGNAL project, as an innovation project involving fast iterations loops at the different stage of the project development Ideation, proof of concept, field testing, ,

· Coordinate the support provided by the technical resources (logistics/supply chain, markets, information management/GIS) to ensure that the project is relevant and technical.

· Ensure harmonization of practices and tools between the different SIGNAL implementation countries – including co-development of shared tools, problems solving exercises and organizing a community of practices with the different field teams

· Provide support on project management, defining and monitoring projects KPI, key activity planning and action plans, supervise the quality of the field activities implementation as per project proposals and in line with allocated budget

· Prepare and follow up on global partnership agreements with key partners (OCHA, etc.)

· Ensure the good implementation and follow up of institutional policies within field project

· Animate the coordination and collaboration with relevant internal services, especially logistics, HR, finance and technical resources

· Ensure compliance of project information, analyses, recommendations with aid actors needs and humanitarian relevance

Supervise the project monitoring, reporting & evaluation

· Register and follow the project in the HI PSquare project DB

· Monitor the field projects result achievements and indicators, as per the logical frameworks

· Ensure and supervise the reporting tools: monthly situation report, PM Box

· Provide global updates to the Atlas Logistics division team

· Write reports for the funding agencies and follow up on donors deadlines in link with the project

· Guarantee the proper archiving of information

· Plan and follow up on the field projects’ evaluations

· Supervise the field project capitalization and learning, and ensure consolidation at global level

  1. Lead the global fundraising of the SIGNAL project:

Ensure financial continuity of SIGNAL project and fundraising to extend the project to other countries: **

Propose a business plan and fundraising plan/strategy for the development of the Signal Project

Participate in donors’ prospection to fund SIGNAL, carry out donor mapping, analysis and recommendation of donors

Identify donors, networks, partners, NGOs, influential groups and major opportunities and suggest priorities in terms of fundraising for this project

Write new project proposals for the continuity or expansion of SIGNAL project globally and / or contribute to the proposals writing for current project extension – in collaboration with Programs and relevant directions at HQ level

Support Programs in project’s modification requests

  1. Ensure proper communication on the SIGNAL project and develop partnerships and advocacy

Develop partnerships to reinforce the project at global level

Identify and develop partnerships and/or alliances with NGOs, Institutions, Research labs, and Companies to ensure the project diffusion, distribution, publications

Contribute to identifying opportunities in terms of innovation or research projects

Adapt / develop the advocacy action plan and strategy on SIGNAL at global level

Present the project to any relevant organizations, advocate on SIGNAL concepts and tools

Develop a behaviour change strategy for the adoption by HQ and filed humanitarian decisions makers and operators of the SIGNAL key deliverables (logistic vulnerability index, analyses and project recommendations)

Support the SIGNAL project managers and monitor behaviour change at field level

Develop internal and external communication project strategy

DESIRED PROFILE:

· You have at least 3 years of professional humanitarian experience in an international NGO

· You have strong experiences in Grants coordination, proactive fundraising strategies, good knowledge of donors

· You are able to manage strategic partnerships with international and local actors and have a global vision to guide the organization’s development

· You demonstrate strong diplomatic, negotiation and representation skills

· You are organized, accountable, confident and results-oriented

· You have a very good level of French and English (written and spoken)

CONDITIONS OF THE POSITION:

· 12 months fixed term contract starting from June 2022 ideally, based in Lyon (France)
