The Team

In this role, you will join a team of about 10 colleagues based in the Netherlands (HQ) and our focus countries, and you will be coached by the Manager Monitoring, Evaluation and Learning. You will work closely with the Programme Implementation Circle and other Circles in the organisation.

The challenge

In this role, you will support the roll-out of the Simavi Theory of Change (ToC), whilst ensuring its alignment with (new) programmes in terms of design and reporting. You will play a role in anchoring MEL-related approaches such as women-centred, impact-driven and evidence informed working, in Lobby and Advocacy and programmes and proposals. You will work closely with Simavi colleagues (in NL and focus countries) and partner Civil Society Organisations, to ensure quality and explore more locally led monitoring, evaluation and learning trajectories within the organisation and in programmes.

Specifically, you will support us with the strengthening of knowledge management, linking and learning within Simavi and beyond. You will lead the roll-out of an improved knowledge management system, so that best practices, lessons learned and other information from programmes is available and will be actively used within other programmes and new proposals. Part of this process would be re-evaluating how, by and with whom knowledge, data and evidence from different, are valued, used and shared.

Your main tasks and responsibilities

  • Coordinate/ implement the roll-out of an improved knowledge management, linking and learning system within Simavi and between Simavi and its partners and key stakeholders
  • Contribute to programme development, ensuring proposals are in line with Simavi’s ToC and guiding principles, are women-centred, evidence-informed, impact-oriented and have a strong focus on knowledge management and learning
  • Coordinate MEL within programmes and collaborate with colleagues and partners to ensure a high quality of MEL interventions, a strong ToC, indicator framework and a Monitoring, Evaluation and Learning plan
  • Ensure good quality data is collected, actively used, shared amongst stakeholders and published, promote the use of new technology and safeguard ethical standards / considerations within data collection
  • Support the roll-out and use of Project Connect and IATI within the organisation and coordinate bi-annual input of programme data
  • Profile, expand and safeguard Simavi’s MEL expertise and build a network of knowledge and research institutes, and other relevant organisations and individuals

Our dream candidate

  • You have an academic level of education (Master degree)
  • A minimum of 5 years of working experience in a comparable position
  • Specific expertise of and experience with leading the implementation of organisational knowledge management and learning systems and structures
  • Experience with leading Theory of Change development, designing MEL plans and indicator frameworks for proposals, programmes and organisations
  • A specific expertise on or interest in women-centred, impact-driven and evidence-oriented programming and/or ‘shift the power’ in relation to MEL approaches, including knowledge management and learning
  • Experience with designing robust evaluations, strong data-analysis skills and familiar with the use of STATA and other MEL software
  • Excellent communication skills (oral and written) in English within a multicultural context
  • Excellent IT skills to organize your hybrid work – Teams and Outlook have no secrets for you
  • Independent and proactive – you show initiative and can find your way in the organisation with little supervision
  • Eligible to work in the Netherlands or registered as an independent consultant in Bangladesh, Nepal or Uganda

We offer a contract for 1 year for 32 – 36 hours per week with possible extension. When you are based in the Netherlands we offer a labour contract with a market corresponding salary and secondary benefits.

When you are based in either Bangladesh, Nepal or Uganda we offer a consultancy contract with a consultancy fee that is in line with the local market as well.

Procedure
The procedure consists of 2 interviews, a case study (during the 1st round of interviews), a reference check and a Certificate of Good Conduct.
