Senior Learning Specialist (Gender Focus) At EnCompass

EnCompassLLC is seeking a Senior Gender Learning Specialist (Gender focus) to work as an integral part of collaborative teams within the Gender Equity and Inclusive Practices and Learning and Leadership Development practice areas.

The Senior Gender Learning Specialist will design, develop, deliver, and evaluate learning activities and events that foster continuous improvement. The Senior Learning Specialist will lead the design of learning experiences with a focus on incorporating a variety of learning methods, creating an effective learning environment for participants, and providing innovative approaches in instructional design for and evaluation of courses featuring all elements of blended learning.

This includes, but is not limited to, experiential, participatory in-person and hybrid courses; virtual instructor-led training; e-learning courses; instructional videos; job aids; action learning, mentoring programs; and other learning elements — all with an emphasis on gender integration; gender norms; gender-based violence (GBV) prevention and response; women’s empowerment, leadership, and advocacy; diversity, equity, inclusion, and accessibility (DEIA); and other related topics.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Position Duties and Responsibilities

Essential functions:

Technical

  • Brings expertise, leading-edge thinking and innovative approaches to training, capacity strengthening, professional development, and other learning programs on the topics of gender integration; gender norms; gender-based violence prevention and response; leadership and advocacy; women’s economic empowerment; intersectionality; integrating gender into the USAID program cycle; and other related topics
  • Uses creative, innovative, and evidence-based approaches to develop – or lead a team of designers to develop – learning designs and supporting materials, including learning evaluations and reports
  • Provides gender and/or GBV subject matter expertise to design of learning events as a whole, ensuring quality of technical content and best practices in gender integration and inclusion
  • Serves as a point of contact with clients and subject-matter experts to develop learning programs and session designs; speaks knowledgeably with clients about the value of blended learning
  • Works with clients to conduct assessments including research, focus groups, document reviews and interviews; designs and facilitates group process and strategy sessions
  • Facilitates in-person, virtual, and hybrid training sessions
  • Contributes to, develops, and deepens innovative approaches to gender equality and inclusive development and participates actively in the broader technical community

Management

  • Adhere to EnCompass gender and inclusive development best practices and serve as a model for colleagues regarding gender, inclusive development, and social inclusion
  • Manages learning projects and activities from design to implementation, including scope, level of effort (LOE), timeline, staff resourcing/management, and quality assurance for assigned training activities
  • Effectively communicates about training and project deliverables to client, team members, and other stakeholders in a clear and concise manner
  • Manages teams of staff and consultants
  • Recruits and mentors staff, may supervise staff
  • Serves as a resource to Business Development teams by contributing to proposal development, to include developing LOE estimates and writing technical approaches, and potentially serving as Technical Lead

Other

  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass activities
  • Develops and maintains positive and productive relationships with clients and stakeholders in EnCompass’ success.
  • Other duties as assigned

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a high school degree and 12 years of related experience, or an Associate’s degree and 10 years, or a Bachelor’s degree and 8 years, or a Master’s degree and 6 years, or a doctoral degree and 4 years.
  • Degree in instructional design, gender studies, international affairs, international development, or a related field if held.

Experience and Skills

Required

  • Demonstrated experience designing, delivering, and evaluating impactful learning programs using blended learning and innovative technologies and delivering client services that exceed expectations
  • Minimum of 3 years of experience in gender integration and/or GBV prevention and response in program design or implementation in international development contexts
  • Knowledge of learning principles including adult learning, learning styles theory, participatory methods, experiential learning, instructional design, universal design learning, and related topics
  • Demonstrated experience with leading-edge thinking, methodologies, and approaches for learning and development programs and activities
  • Strong writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
  • Exceptional communication (verbal and written) and presentation skills with a dynamic, engaging facilitation style
  • Demonstrated ability to manage multiple assignments simultaneously and deliver quality, client-focused results on time and within budget
  • Strong knowledge management skills and demonstrated ability to shepherd development and internal/external review processes to ensure high quality design and learning resources, from inception to completion
  • Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
  • Ability to travel internationally for varying lengths of time
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects with senior-level clients and team members, and communicate results
  • Ability to work sensitively in multi-cultural environments and build effective working relationships with clients and colleagues
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility into learning designs and delivery and interactions with others
  • Ability to work in an environment committed to strengths-based approaches, grounded in Appreciative Inquiry

Preferred

  • Gender integration and/or GBV prevention and response experience in one or more of the following sectors: women’s economic empowerment, environment/climate, or education (strongly preferred, other sectors such as health, agriculture, democracy and governance are a plus)
  • Understanding of USAID’s program cycle, processes, gender architecture, GBV prevention and response and gender-related policies, strategies, and ADS guidance
  • Experience in designing and delivering training or working on programs that support diversity, equity, inclusion, and accessibility
  • Experience in designing and delivering learning activities for U.S. government and/or UN agencies
  • Experience working or living in more than one country
  • Fluency in language(s) other than English

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $94,500 – $110,000.
