Overview of position:

  • On 31 May 2021, Somaliland conducted a long awaited parliamentary election. Most of the 82 newly elected members of the Somaliland House of Representatives are serving in this capacity for the very first time & therefore the leadership of the House requested international partners to provide legal & technical support & capacity building for these new members. The Max Planck Foundation for International Peace & the Rule of Law (hereinafter MPFPR) is a renown academic research institution in Germany specialized on comparative constitutional & public law, which has been supporting the Somali Federal Parliament in Mogadishu for many years with such legal & technical support & capacity building. Based on this experience, the MPFPR has been approached to extend its work to the Somaliland Parliament, i.e. the House of Representatives & the House of Elders. To develop a proposal for a context appropriate & tailored legal support project, the MPFPR supported by the EU through the partnership facility is planning to conduct an initial needs assessment for the Somaliland Parliament. For that purpose, the Head of Project for Somalia, the Project Coordinator for Somalia & a Senior Research Fellow are planning to visit the Somaliland Parliament at its seat in Hargeisa & to meet with the political leadership of the Parliament & other relevant stakeholders to conduct several interviews to identify the baselines for possible activities & interventions of a future support project. During this needs assessment mission, the mission team is planning to conduct an introduction workshop on the role of the Parliament in the Somaliland constitutional framework from a comparative perspective. This introduction workshop is meant to provide the MPFPR with the opportunity to engage with selected members of Parliament & get a better understanding of their personal education background & knowledge, but also to provide the Somaliland Parliament to get a better understanding of the work of the MPFPR, its support & teaching methods. To support the mission team before & during its visit to Hargeisa, Our client is recruiting a Senior Legal Advisor to assist with local legal background, context information & to serve as liaison person between the MPFPR, the Somaliland Parliament & other relevant stakeholders in Somaliland.

Within the framework of the above mentioned assessment mission, the Senior Legal Advisor is expected to perform the following tasks:

  • Acting as technical advisor & local resource person for the MPFPR in preparation for & during the planned mission to Hargeisa.
  • Acting as liaison person between the MPFPR, the Somaliland Parliament & other relevant stakeholders in Hargeisa.
  • Arranging the mission team’s meetings with the Somaliland Parliament & other relevant stakeholders in Hargeisa.
  • Acting as interpreter during the mission team’s meetings with the Somaliland Parliament & other relevant stakeholders in Hargeisa when needed.
  • Supporting the mission team during the introduction workshop with selected members of the Somaliland Parliament.
  • Acting as interpreter during the introduction workshop with selected members of the Somaliland Parliament when needed.
  • Assisting the mission team in collecting & compiling relevant information for the needs assessment / baseline study for the Somaliland Parliament.
  • Translating workshop materials & other relevant mission materials from English into Somali when needed.

Project reporting:

  • This role will report to the Project Manager.

Education:

  • Bachelors degree in a relevant discipline.

Experience:

  • Relevant to the role.

Languages:

  • Must be fluent in English & Somali.

Team management:

  • This role has no team management responsibility.
