Over the past 40 years, Medical Care Development International (MCDI) has worked to strengthen health systems through integrated, sustainable and locally driven interventions across several public health sectors. MCDI collaborates with donors, national governments, the private sector, health agencies, communities and local stakeholders to improve health and save lives in the following areas: malaria control; maternal, neonatal and child health; water, sanitation, and hygiene; tuberculosis; HIV/AIDS; Zika; and other communicable diseases.
MCDI is currently seeking candidates to serve as the Senior Malaria Advisor for the anticipated, five-year USAID Guinea Local Health Systems Strengthening Activity (GHLSS). The Project aims to strengthen local health systems in targeted geographic areas so that Guineans can access a higher quality of health care in their communities and local public health facilities.
The Senior Malaria Advisor will be responsible for providing strategic and technical leadership, guidance, and overall direction for the implementation of the malaria components of the Guinea Local Health Systems Strengthening Activity. The Senior Malaria Advisor will oversee the work of all involved in the program, in 20 health districts throughout three regions of Guinea and in five communes in Conakry, working in close coordination with the Chief of Party and USAID.
This is a key position on the project team and is contingent upon award to MCDI.
Responsibilities: • Work in close collaboration with the Chief of Party and USAID to develop strategies to address all malaria-related activities for improved patient outcomes; • Provide strategic and technical leadership, and guide the overall direction for the implementation of the malaria components of the Project, such as prevention, treatment, and diagnosis, including the implementation of malaria in pregnancy (MIP) services in the context of the focused antenatal care approach; • Provide capacity-building technical assistance to the National Malaria Control Program in malaria case management, including in the review and development of malaria program policy and strategy, developing case management tools, and participating in technical working groups; • Ensure close collaboration and integration of programming to deliver a cohesive and efficient strategy; • Strengthen technical capacity to delivery basic integrated health services; • Adapt and apply tools, national standards and guidelines, and best practices for use at the community levels to improve service delivery; • Ensure the Project has appropriate representation at high-level stakeholder meetings and national and/or regional malaria technical working groups; • Contribute to the knowledge management aspects of the Project, to include documenting project results and impacts, and dissemination of lessons learned and best practices, in various forms; • Track and report on accomplishments of Project activities within the workplan; Contribute to regular and ad hoc project reporting and the development of project deliverables.
Qualifications/Requirements: • Master’s degree in a health-related field and/or equivalent clinical experience; • Minimum of 10 years of work experience that demonstrates relevant technical expertise with substantial developing country experience with malaria control programs; • Minimum of eight years of demonstrated excellence in working with a malaria control program, including direct supervision of professional and support staff, evaluation of staff performance and deliverables, and contract/grant management; • Experience interacting with government agencies, host country government partners and counterparts, and international donor agencies; • High proficiency in speaking and reading French, and excellent ability to communicate in English; • Demonstrated experience working effectively with program staff, implementing partners, civil society organizations, community leaders and local government authorities to implement and strengthen community and facility-based malaria services; • Experience supporting integrated service delivery interventions at the community and facility level required; • Demonstrated experience implementing activities related to integrated community case management and facility-based integrated management of childhood illnesses required; • Experience working with USAID/PMI and knowledge of USAID rules and regulations are preferred; • Experience in writing scientific reports, manuscripts, and peer-reviewed publications is a plus; • Strong interpersonal skills, team player and makes her/himself available as needed; • Proficient in the use of the standard Microsoft Office package with particular experience using Word, Excel, PowerPoint and Internet Explorer; • Willingness to travel domestically; • Priority will be given to qualified Guinean nationals.
