The Need

International Justice Mission is a global organization that protects people in poverty from violence. IJM partners with local authorities in 33 program offices in 23 countries to combat slavery, police abuse of power, violence against women and children, and other forms of abuse against people who are poor. IJM works to rescue and restore victims, hold perpetrators accountable, and help strengthen public justice systems.

Started in 2001, IJM’s office in Kenya works to combat police abuse of power against people who are poor, as well as sexual violence against children.

Inspired by God’s call to love all people and to seek justice for people under oppression, IJM works with local authorities to protect people in poverty from violence, without regard to religious background and beliefs or any other factor and seeks to work alongside all people of goodwill.

IJM is looking for passionate individuals to provide leadership and collaboratively work with Government agencies, civil society, churches and other partners. The successful candidates will lead in designing and implementing initiatives aimed at developing/changing legislation and policies in the Criminal Justice System, leading to a reduction of violence against people who are poor. The successful candidates will also work closely with other IJM Senior Managers to ensure that organizational specific goals are achieved. 1. Senior Manager, Policy, Partnerships & Advocacy

The successful candidate will lead a movement through partnership development, Church and grass-root mobilization that will advocate for a transformed National Police Service that upholds a culture of professionalism and respect for the rule of law. The incumbent will assess capacity gaps in the Criminal Justice System and develop ways of enhancing capacity among players in the criminal justice system. He/she will manage departmental budgets and ensure professional and spiritual growth of departmental staff.


· Building Strategic relationships with government agencies, civil society, key church leaders and grassroots organization to catalyze change and move the government to own the work of justice;

· Providing leadership that results in clear analysis of specific policies that makes it possible for police to abuse their power and have clear intervention strategies to change/develop the legislation/policy;

· Driving the advocacy and partnership agenda that results in policy change leading to the reduction of space through which police abuse their power;

· Leading a strong team that embodies IJM’s rhythms and core values and efficiently and effectively delivers on their mandate;

· Managing departmental plans to ensure timeliness and delivery as per schedule and donor requirements.

Education & Experience:

  1. Masters degree in law, International Development, Policy or a related field;
  2. A bachelor’s degree in Law;
  3. At least 5 years of experience in policy advocacy and human rights
  4. At least 3-year experience of law practice
  5. Experience in program design, monitoring and evaluation and data use in support of programs in the developing world;
  6. Proficient in group facilitation with demonstrated ability to communicate and collaborate effectively with partners, staff, and colleagues with a high level of tact, diplomacy and confidentiality.


2. Technical Lead, Police Partnerships

The successful candidate will develop and maintain strategic partnerships within National Police Service (NPS), National Police Service Commission (NPSC), Independent Policing Oversight Authority (IPOA), Witness Protection Agency (WPA) Internal Affairs Unit (IAU) among others with the view of building capacity of these agencies to end police misconduct within the National Police Service. S/he will also work with grassroots community-based organizations, Human Rights Defenders (HRDs) and build their capacity in documenting and demanding for government action over human rights violations. All these initiatives are aimed at having a National Police Service that upholds a culture of professionalism and respect for the rule of law.


  1. Provide technical support to all investigative functions of the organization.
  2. Lead in internal and external capacity building in collaboration with Law Enforcement Agencies.
  3. Envision, design, and implement programs that are aimed at enhancing professionalism, accountability and respect for the rule of law by law enforcement agencies.
  4. Develop and maintain robust relationships with key staff of law enforcement agencies such as IPOA, IAU, NPS, NPSC and WPA.
  5. Draw budgets and proposals for activities, events, programs, and grants for investigations.
  6. Perform oversight functions within the investigations arm of the organization.
  7. Mobilize Community based organizations and law enforcement agencies with a view of creating collaboration platforms to build trust for better working relationships.


  1. A Bachelors Degree in Arts, Criminology, public administration, social sciences, or any other related field;
  2. Minimum of seven years of experience in criminal investigations with either a public law enforcement agency in Kenya, an international human rights agency, a policing oversight agency, a private investigations firm or military or national security agency;
  3. Knowledge of the legal and regulatory framework governing criminal investigations in Kenya;
  4. Five years working in criminal investigation, policing oversight or special operations preferred.
  5. Training in policing oversight, criminal investigation or related field.

3. Investigator (13 Months’ Contract)

IJM is seeking a passionate individual to serve in an ongoing 2-year Commercial Sexual Exploitation of Children (CSEC) Project at the Coast Region. Qualified applicants are invited to apply to fill this position for the next 13 months.

The Field Investigator will ensure that cases of CSEC are effectively investigated and documented for legal action. The Investigator will work alongside other professionals in developing and implementing case intake procedures and collection of investigative case details before and after the case intake process. The incumbent will mobilize, plan meetings and train members of the community, NPS and other agencies to understand investigation procedures and community role in curbing their jurisdiction crimes related to Commercial Sexual Exploitation of Children. He/she will keep data of intelligence information collected and disseminate the same to the Senior Manager – CSEC and including learnings and emerging trends that will help in planning in making the policing and other government agencies professional to end the vice of CSEC. This position reports to Senior Manager CSEC (SM-CSEC).

Education & Experience **

· Minimum 2 years of experience conducting criminal investigations, with the Kenya National Police Service’, Directorate of Criminal Investigation or other government agency with investigative responsibilities, including special operation assignments/Private investigation institution;

· A Bachelors Degree in Criminology and Forensics, or a related field;

· Valid certificate of good conduct;

· Knowledge of laws governing investigation and prosecution of criminal cases;

· Experience in documenting and examining crime scenes, collection and preservation of evidence and establishing proper chain of custody;

· Proven ability to recruit, train and maintain productive informants and operatives, collect actionable criminal intelligence information and develop proactive strategies and initiatives to curb criminal activities;

· Trained in criminal investigation techniques and processes.
