Senior Manager, Programs Building a Better Response (BBR) At International Medical Corps

PROGRAM DESCRIPTION

The Building a Better Response (BBR) Project aims to enhance the capacity of national and international NGO workers, as well as other humanitarian actors, to engage with the international humanitarian coordination system in a manner that improves overall coordination and responds to the needs of crisis-affected populations.

JOB SUMMARY

The primary function of the Senior Program Manager includes supporting the implementation of all program activities inclusive of day to day administration of overall programs, primarily for the BBR project, but also for other projects in the Humanitarian Response Training Unit. The Building a Better Response (BBR) Project aims to enhance the capacity of national and international NGO workers, as well as other humanitarian actors, to engage with the international humanitarian coordination system in a manner that improves overall coordination and responds to the needs of crisis-affected populations.

MAIN TASKS AND RESPONSIBILITIES

• Managing and providing administrative oversight of the project, including the development of the project work plan, ensuring that the project’s objectives and compliance requirements are met and the budget adhered to. • Addressing program-related issues and ensuring that all program activities comply with recognized and established standards. • Managing the implementation of all program activities, providing general program direction, and ensuring the completion and submission of all program deliverables. • Managing and providing administrative oversight of partner sub awards, to ensure timely and quality completion of deliverables and reporting requirements. • Supervising project staff to ensure timely and quality program implementation. • Working closely with project learning experts to ensure review of and revisions to content of curriculum is managed effectively and efficiently. • Working closely with the HRTU staff, project partners and subject matter experts to ensure that the development of curriculum materials is carried out on schedule and the content is of high quality. • Coordinating the internal review of materials to ensure that the curriculum materials are reviewed by the right individuals and in a timely fashion. • Facilitating communication with the US government counterparts, making sure there is no overlap in activities and that all program components are completed on time. • Overseeing the organization of training activities and dissemination of materials and surveys. • Reviewing, inputting, and otherwise assisting in the development of project curricula and courses – including the in-person and online aspects of HRTU capacity-strengthening projects. • In collaboration with partner organizations, reviewing and updating curriculum being used for workshops, ensuring that appropriate training methodologies are being employed, content is well-presented, and information is current. • Providing facilitation for workshops and expertise on topics related to the international humanitarian coordination system. • Working with the M&E team to ensure proper information and feedback is captured and reported. • Overseeing all the logistical arrangements for program activities, e.g., workshops and domestic meetings and events related to the program. The SPM will lead on the administrative function of the project, including coordination of communications, logistics, and financial functions.

MINIMUM QUALIFICATIONS

• Typically, a Bachelor’s degree in international affairs or similar. Equivalent combination of relevant education and experience may be substituted as appropriate. Master’s degree is preferred. • Typically, 10+ years of experience in the area, including managing projects internationally, or/and domestically • Demonstrated program management skills, in particular experience in managing US Government funded projects; • Background and experience in training; • Knowledge of the international humanitarian coordination system, specifically in relation to the cluster approach, humanitarian leadership, and humanitarian funding mechanisms, through previous field and/or HQ exposure; • Strong interpersonal skills and strong communication skills, both oral and written; • Proficient in computer applications, especially with MS Word, Excel, and PowerPoint.
