SPARK invites applications for the position of Senior M&E Officer, for the NoC2 program in the Kurdistan Region of Iraq. Funded by the Ministry of Foreign Affairs of the Netherlands.

As the Senior M&E Officer you will be responsible for writing comprehensive quarterly and annual reports, coordinating with project implementation staff, and supporting the integration of M&E findings. Additionally, you will manage project data and document management, conduct surveys and studies, and contribute to evaluation missions. Furthermore, you will be responsible for some administrative and logistical task that ensures efficient operation of NOC2 team.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

ME&R (80%)

  • Lead the preparation of quarterly and annual reports for the project;
  • Coordinate inputs on reports with the relevant project implementation staff;
  • Support in providing (donor) reporting templates, verification and triangulation of report figures, integration of M&E findings, and ensuring narrative cleanliness.
  • Be the main focal for the projects data and document management including data input to SPARK’s internal monitoring and data collection systems
  • Conduct, follow up and facilitate the implementation of surveys, and other ME&R related studies/research either directly or through third party monitoring companies in the areas of projects operation through for example developing and revising the necessary survey tools;
  • Supporting in evaluation missions and responding to external evaluators or audits in ME&R matters;
  • Capturing all the lessons learnt during the implementation of the project and through the ME&R findings and follow up on having them clearly highlighted and organized through conducting lessons learnt sessions and updating the LLT (Lessons Learnt Tracker);
  • Follow-up with partners, provide training and capacity building support to partners on ME&R requirements and SPARK ME&R templates.
  • Conduct visits to the partners and maintaining regular communication with them
  • Provide support to regional programmes where needed and conduct other duties as assigned.

Additional (20%)

  • Manage SPARK’s assets and warehouse in Iraq and maintain an up-to-date inventory with monthly asset reports;
  • Coordinate and book travel and accommodation arrangements for SPARK regional and country staff members and specialists;
  • Coordinate and supervise office support services;
  • Support the finance team in tax clearance processes and visits to banks;
  • Conduct DNGO visits for admin order and renewal of organizational documentation.

Requirements and Skills

  • Bachelor’s or Master’s degree in a relevant field such as International Development, Monitoring and Evaluation, or a related discipline.
  • Minimum of 4 years of relevant experience in program coordination and ME&R
  • Ability to organize and facilitate networking activities.
  • Ability to adapt to changing priorities and work in a dynamic program environment.
  • Familiarity with PVE (Preventing Violent Extremism) concepts and training methodologies.
  • Excellent communication skills, both written and verbal, with the ability to collect and share impactful stories for documentation.
  • Proficiency in English and Kurdish (Arabic is advantageous) both written and spoken.
  • Proficiency in using Ms Office and familiarity with Google Drive/Docs and other relevant software for procurement, asset management, and documentation.
  • Ability to work in a multicultural setting;
  • Excellent organisational skills and ability to prioritise;
  • Ability to work independently;
  • Eligible to work in Iraq.
