Context:
The Department of Operations and Emergencies (DOE) coordinates IOM’s participation in humanitarian responses, as well as its movement and resettlement operations. It is the Organizational focal point for IOM’s crisis related work in the areas of preparedness, risk reduction, prevention, protection, emergency response, protracted displacement, and post-crisis transition and recovery. The Department provides strategic recommendations on both policy and operational decision-making and provides guidance to field operations on project development and implementation and inter-agency coordination related to forced migration, large population movements, and mixed flows including protracted internal and cross-border displacement and refugee situations.
The Director’s Office coordinates among the divisions in the development of principled approaches and strategic documents, provides oversight of cross-divisional initiatives, and ensures IOM’s crisis-related priorities are aptly reflected in internal and external systems and processes.
Under the overall and direct supervision of the Director, Department of Operations and Emergencies (DOE), the successful candidate brings strategic and institutional coherence across the Department’s specialized divisions. S/he represents the Department in whole of Organization contexts and institutional business processes. With the support of a small team, the incumbent will:
Core Functions / Responsibilities:
- Develop, or contribute to institutional policies, frameworks, strategies, and other materials in coordination with DOE Heads and the Deputy Director, drafting publication-ready research, reports, articles as well as high-level talking points and institutional statements; providing methodological guidance and quality assurance to colleagues or consultants drafting such outputs.
- Input into UN and other partner strategic documents, including General Assembly resolutions and global initiatives to ensure Organizational visibility and positioning of IOM’s crisis-related work, and lending technical expertise, upon request, on the mobility dimensions of crisis into national policies, papers or action plans, coordinating among Division Heads as appropriate.
- Undertake policy and strategic analysis related to the mobility dimensions of crisis, working within often sudden and limited timeframes, identifying and advising on follow-up measures, and coordinating or implementing the required steps, as appropriate;
- Manage, coordinate and oversee Departmental contributions to institutional processes (e.g. results-based management, reporting, risks assessments, training development, website reviews and portal and platform development) and lead certain special initiatives and projects, such as the IOM-wide contribution to GP20.
- Serve as focal point in representing the mobility dimensions of crisis and Departmental priorities in standing and ad hoc Organizational advisory boards, working groups etc. (e.g. EMM2, MGI, TAC, strategic planning group, capacity development initiative, among others as they emerge) and integrating relevant outcomes into Departmental approaches.
- Advance IOM leadership in the multi-stakeholder GP2.0 Steering Group and chair the internal High-Level Panel on Internal Displacement reference group, to consolidate IOM’s strategic positioning on internal displacement.
- Liaise with IOM special liaison offices (NY, Addis), DOE regional thematic specialists (RTS) and other IOM offices on Departmental priorities and initiatives, providing support (and developing supportive materials and tools where there is need), as well as soliciting their input for HQ-led deliverables.
- Represent the DOE Director and/or Deputy Director in key inter-departmental and inter-agency processes, as required.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Experience in the development of policies, frameworks and other strategic documents or tools;
• Demonstrated expertise on the mobility dimensions of crisis, and relating it to other domains such as migration management, 2030 Agenda for Sustainable Development, urbanization, climate change, etc., is an asset;
• Experience with strategic engagement in global processes or initiatives, within and outside the UN system, as well as in liaising with governmental authorities, other national/ international institutions, and NGOs.
Skills
• Strong writing and analysis skills, published work an asset;
• Demonstrated capacity in problem-solving and creative thinking;
• Knowledge of ongoing IOM institutional processes, initiatives and requirements are an asset;
• Demonstrated capacity in management and/or coordination of processes and initiatives among diverse teams, and proven leadership in multistakeholder environments.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
