Proposal Objective:
Social Impact is pursuing a four-year contract to provide monitoring, evaluation, and learning (MEL) support services to the USAID/Philippines mission and implementing partners. the geographic area of coverage, including 12 Pacific Islands and Mongolia. The contract will provide services to improve monitoring, evaluation, research, reporting, learning, analysis and adapting (MERRLAA) for the portfolio of projects. This activity will cover USAID-funded projects implemented in the geographic area of coverage, including the Philippines, 12 Pacific Islands and Mongolia, and is anticipated to be awarded in May 2023.

Position Description:
SI is seeking a Senior Monitoring and Evaluation (M&E) Director to lead and oversee efforts for Components 1, 2, and 3, covering performance management activities, third party monitoring and verification activities, and evaluation and research services.

The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:

  • Oversee and participate in all monitoring, evaluations, assessments, and research throughout the life of the contract including in non-permissive environments.
  • Oversee and participate in the design, implementation, and management of all monitoring, evaluations, assessments, and research services under Components 1-3, throughout the life of the contract.
  • Oversee all aspects of implementation of the foregoing activities and management of staff and consultants (regular and contracted) engaged in these activities.
  • Plan and implement dissemination activities for sharing results and findings of monitoring, evaluation, and research activities under the portfolio, including third- party monitoring requirements in non-permissive environments.

Qualifications:

  • Minimum of a Master’s degree in research methods, statistics, public health, demography, social science research, or a related field.
  • At least 10 years of demonstrated experience in performance management for international development programming, preferably in developing countries; monitoring and evaluation.
  • Experience conducting program and project surveys, assessments, and data analysis, preferably in health, education, economic growth, democracy & governance, or environment sectors.
  • Experience with the design and tracking of performance management plans of national and international development projects; setting-up and /or strengthening national health information and monitoring systems.
  • At least 5 years solid work experience in the design and implementation of performance tracking systems or monitoring processes of large, complex development activities as team lead.
  • At least 5 years of experience in a supervisory and/or management position that includes providing technical and management oversight to sub-contractors.
  • Demonstrated experience with quantitative and qualitative data collection, management and analysis with a strong statistical background.
  • Excellent written, oral and presentation skills.
  • Excellent demonstrated ability to effectively interact with local professionals international donors, host country government counterparts, and other implementing partners.
  • Strong networks with technical experts in learning, monitoring, evaluation, research, economic growth, governance, health, education and environment.
  • Fluency in spoken and written English; knowledge of regional languages such as Tagalog and French an asset.
  • Familiarity and/or experience on USAID Mission MEL Support contracts highly preferred.
  • Familiarity with USAID’s objectives, approaches, and operations, particularly as they relate to evaluations, is a plus.
