The U.S. Government’s (USG) engagement to prevent and treat HIV/AIDS is a top priority worldwide. The USG response includes coordination among the U.S. Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of Defense (DOD), Department of Health and Human Services (HHS), Peace Corps (PC), and other entities. This initiative is collectively known as the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). USAID has been at the forefront of the USG’s response to provide quality HIV/AIDS services to over one hundred countries to mitigate the health crisis that threatens the prosperity, stability and development of these nations.

The Office of HIV/AIDS, within USAID’s Bureau for Global Health (GH/OHA), is the locus of technical leadership for HIV/AIDS programming implemented by USAID. Within OHA, the Strategic Information, Evaluation, and Informatics (SIEI) Division provides technical and programmatic expertise to help the Agency develop and implement strategies and programs that respond to USG and USAID priorities, particularly in relation to innovations, best practices, and lessons learned in advancing the goals of PEPFAR. SIEI provides technical expertise and support to the Agency’s overseas Missions in cross-cutting areas such as monitoring and evaluation, expenditure analysis, and health informatics. Within the SIEI Division, the Strategic Information Branch (GH/OHA/SIEl/SI) provides technical expertise to support and promote data-informed decision making, through program monitoring, reporting and analysis to achieve HIV epidemic control. The Branch supports headquarters and missions by strengthening capacity for program monitoring and surveillance to improve HIV programs and to provide accountability, oversight and management of programs and partners. This position works closely on a day-to-day basis with the SI Branch Chief in the Strategic Information, Evaluation and Informatics Division.

As outlined in USAID’s Policy Framework, USAID’s Global Health Bureau is committed to advancing primary health care (PHC) outcomes by harnessing GH programs and galvanizing partnerships to further accelerate the Agency’s efforts to reclaim lost ground since the COVID-19 pandemic. As part of this effort, USAID’s Office of HIV/AIDS (OHA) also ensures that Missions are advancing the three tenets of PEPFAR sustainability – programmatic, political, and financial – as well as looking carefully at how to advance integration of HIV services and systems to support and sustain the tremendous gains made by PEPFAR. OHA has prioritized integration within primary health care as a core priority for sustainability.

USAID launched Primary Impact (PI) in 2022 to advance its global health goals, demonstrate measurable improvements in primary health care (PHC) in select focus countries–eleven out of twelve of which are PEPFAR-supported countries– and accelerate progress towards ensuring healthy lives and well being for all. With this position, the GH Bureau seeks to better integrate its measurement, evaluation, and learning (MEL) efforts across HIV and PHC. The position will focus on advancing the use of integrated data to guide and inform decision making, contribute to the Bureau’s ongoing efforts to eliminate HIV as a public health threat by 2030, integrate HIV into primary health care services, harmonize indicators and data systems across program areas, and support Missions and partners in their integrated MEL approaches for HIV and PHC efforts.

Salary Range

Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

The Sr. MEL Advisor for Primary Impact will be responsible for leading and operationalizing (adapting where necessary) the PHC measurement framework for monitoring PHC progress (Measurement for Action (M4A) Framework) within Missions and Washington-based technical offices, including measurement of service integration and sustainability. This includes but is not limited to guiding USAID Mission and Bureau-wide knowledge and capacity building efforts for improved PHC measurement systems. Key focus areas will be: 1) the harmonization of indicator frameworks, data collection tools and approaches in-country, and analytics for PHC monitoring in PI focus countries; 2) working with technical offices to identify opportunities to leverage existing data expertise, systems, and resources; and 3) supporting countries to advance availability and use of comprehensive PHC data to monitor progress toward USAID health program and country objectives. This position will also be a technical thought leader for MEL across the GH Bureau, tapping into MEL expertise in each of the technical offices, linking with on-going global efforts in PHC measurement.

The Sr. MEL Advisor for Primary Impact will be located in the Primary Impact team, which sits in the GH Front Office, but will be supervised by OHA/ Strategic Information, Evaluation, and

Informatics (SIEI) Division Chief, to reflect the importance of integration and sustainability within OHA. The SIEI division provides strategic direction, technical leadership, and support to OHA and USAID Missions in managing and utilizing data and data systems for epidemic control, but also have a role as the HIV response transitions towards a sustainability agenda for PEPFAR national programs. This position will serve a critical role for OHA and the Bureau, will interface with MEL staff across the Bureau, and be responsible for the following actions:

The Sr. MEL Advisor for Primary impact will:

Provide strategic thought leadership on the monitoring approaches and use of integrated data and analytics products to advance primary health care.

    • Promote use of performance management, financial, operational, and other indicators to guide and inform primary health care, including service integration and program sustainability. – Analyze data to identify trends within and tell stories about USAID’s approach to primary health care programming to support Bureau leadership. – Assess organizational strengths, needs, and gaps in the MEL space and make recommendations to strengthen activities, tools, and resources. – Takes a proactive, consultative approach to PHC analytics to define and advance research questions and needs within the Bureau. – Provide thought leadership on data availability and use for decision making for PHC and other cross-cutting / emerging priorities as needed. – Participate, as appropriate, in advising on MEL to central GH flagship mechanisms to advance integrated PHC and HSS – Support coordination and maintain working relationships with other donors/multilateral organizations on HSS and PHC Metrics; work to align with the Bureau’s PHC efforts (WHO, GFF, BMGF) – Collaborate with Advisors from other relevant integrated programs and across GH Bureau offices to strengthen integrated MEL approaches and support increased uptake of indicators across GH and Mission health programs. – In collaboration with other GH advisors, provide leadership to the GH Bureau and Missions to institutionalize an integrated MEL approach for PHC and cross-cutting HSS programs.

Technical Advisory Services to Support Primary Impact

    • Guide Primary Impact’s Measurement for Action approach and operationalization across focus countries. – Serve as a point person for PI focus countries and GH Bureau on PHC measurement approach/ measurement framework needs. – Inform priorities / focus areas for primary health care efforts. – Coordinate and support existing MEL team members across GH to provide PHC and HSS monitoring technical assistance to Primary Impact focus countries and ensure timely response to focus country inquiries.

Support HIV integration with other essential services and country PHC platforms.

    • Work with Office of HIV/AIDS on developing metrics to monitor and measure HIV integration into PHC for PEPFAR sustainability. – Conduct data analysis and visualization on HIV integration into PHC. – Engage and provide analytical support to OHA’s sustainability core group. – Provide technical support to USAID Missions on monitor and measurement of HIV integration into PHC.

Education, Requirements and Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience.
  • US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.
  • Experience in public health data management, preferably PHC-related, with at least two (2) years in an international or resource challenged setting.
  • Demonstrated understanding of and ability to apply accepted tools, techniques and frameworks for monitoring, evaluation, and learning systems within GH.
  • Familiarity of USAID global health program monitoring and linkages to primary health care (PHC), familiarity of HIV reporting ideal
  • Experience with global health program technical support and/or management in USAID supported countries.
  • Knowledge of USAID operational and reporting processes and procedures
  • Ability and flexibility to rapidly respond to priority requests as they arise.
  • Extensive experience in using data analysis and visualization software(s)
  • Customer-service orientation to working across USAID GH offices and supporting Missions through efficient collaboration and communication with diverse and cross-cutting teams.
  • Maintains collaborative, collegial, and teamwork mindset.
