CARE seeks a Senior Monitoring, Evaluation, and Learning (MEL) Advisor for the anticipated USAID-funded ‘USAID My Education (Taleemi) Activity’ in the Republic of Yemen Government Controlled Areas of Yemen, which will improve access to and quality of non-formal education in the Republic of Yemen Government (ROYG) controlled areas of Yemen.
The Senior MEL Advisor will be responsible for implementing and enhancing robust MEL systems. The Sr. Advisor will ensure high-quality data collection, entry, analysis, and interpretation, contributing to the operationalization of the results framework. The Advisor will monitor and evaluate project progress, ensuring data quality, compliance with MEL standards, learning, performance assessment, and management adaptation. They will also contribute to the design and execution of the Collaborating, Learning, and Adapting (CLA) strategy.
This activity is expected to be a five-year program in the $20 million range.
This is a Key Personnel position, subject to USAID approval. It is also subject to project awards and funding. National and international candidates are encouraged to apply. This position will be based in Yemen which is an unaccompanied post location.

Responsibilities:
- Develop the overall framework for project MEL systems, including requirements, reporting, baseline, and evaluation surveys. Monitoring the project Performance Management Plan (PMP) to systematically document outcomes for project technical leads and leadership team.
- Ensure alignment of MEL activities with program goals and assist in drafting of sections of annual work plans to identify project targets and ensure inclusion of M&E and Learning activities.
- Creation, revision, and implementation of comprehensive MEL systems and plans.
- Oversee the design and implementation of robust, data management systems, ensuring data capture, processing, and quality checks, all compliant with donor regulations.
- Provide cutting-edge expertise in the development and execution of results frameworks, monitoring tools, and evaluation methodologies that can measure project efficacy and impacts.
- Ensure punctual and accurate submission of project activities and results, including quarterly, semi-annual, and annual reports.
- Ensure utilization of global best practices of USAID guidelines regarding Collaborating, Learning, and Adapting (CLA).
- Coordinate and support external evaluations, including baseline, mid-term, final, and any rapid cycle evaluations, ensuring the unbiased assessment of project impacts.
Qualifications:
- Master’s degree in statistics, demography, public health, international development, economic development or other relevant is required.
- 8 years of relevant experience in international development positions related to MEL on large humanitarian or development projects.
- Experience with managerial, supervisory, team leadership, or directive roles/authorities.
- Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis.
- MEL experience on youth empowerment and/or education projects preferred.
- Experience and knowledge of USAID M&E guidelines, systems, and reporting requirements including Collaborating, Learning, and Adapting (CLA) principles, approaches, and their application to project learning and adaptation.
- Strong data visualization and report writing skills, and ability to translate technical information for non-technical audiences.
- Experience working in Yemen and/or the Middle East and North Africa (MENA) region highly preferred.
- Experience in assisting with recruiting, developing, and managing staff and teams.
- Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations.
- Fluency in English required (spoken and written), knowledge of or professional fluency in Arabic highly preferred.
- Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
- Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
- Ability to travel within the country as required and as security conditions allow.
