Position Description

EnCompass LLC is seeking a Senior Monitoring, Evaluation, and Learning (MEL) Specialist to be a member of the Bureau for Global Health, Office of Professional Development and Management Support, Learning and Organizational Development Team (GH/PDMS/LOD) through the Global Health Training, Advisory, and Support Contract (GHTASC). The Senior MEL Specialist provides MEL and data analysis to inform and strengthen Workforce Development services for United States Agency for International Development (USAID) health sector staff.

The purpose of Workforce Development is to strengthen USAID health sector staff capacity to lead and manage health programs by providing resources, sharing knowledge, building capacity, and maximizing learning opportunities. The Senior MEL Specialist will conduct and oversee MEL and data analysis for all aspects of Workforce Development, including its three main tasks: Professional Development (PD), Organizational Development (OD) and Workforce Learning (WL), as well as leading the development of a web-based Workforce Development tracker, managing the monthly Bureau-wide Pulse survey, supporting a human-centered design (HCD) needs assessment, and contributing to the development of a GH workforce learning strategy.

FLSA Status: Exempt

This is a full-time role based in a client site in Washington, DC. This position can be fully remote within the US States where EnCompass is currently registered. Candidates located in the DMV area who can attend onsite activities are encouraged to apply. Candidates must be legally authorized to work in the US for any employer without sponsorship

Position Duties and Responsibilities

Essential functions include:

  • Leads the development and maintenance of a web-based workforce development (WFD) tracker
  • Uses learning data to tell stories and identify trends by designing, developing, and implementing visually appealing report components and presentation materials
  • Manages the monthly Pulse 3-question survey, including the dissemination, analysis, and compilation of a report with trends over time
  • Supports the assigned team leads on the planning and implementation of human centered needs assessment and development of a GH workforce learning strategy
  • Ensures the proper and timely collection of data to generate accurate performance management indicator results
  • Engages with other EnCompass staff experienced in learning evaluation to bring in innovative approaches from similar programs, particularly in effectively evaluating advanced Kirkpatrick levels
  • Drives the development and implementation of data visualization solutions to inform decision making
  • Takes a proactive, consultative approach to analytics by asking insightful questions of the data and making recommendations aligned to overall business strategy through visual analytics products
  • Leads complex and rigorous research and program evaluation activities for all stages of evaluation planning, implementation, reporting, dissemination, and use for Workforce Development services
  • Ensure activities include active, intentional, and adaptive learning to support the relevance of offerings for health sector staff
  • Provides technical expertise and/or training in a variety of areas, including quantitative and qualitative methodologies, to inform the conduct of evaluations and project design
  • Assess organizational strengths, needs and gaps, and make recommendations to strengthen activities, tools, and resources.
  • Engage project stakeholders in gathering information and lessons emerging from program implementation
  • Develops and deepens innovative approaches to evaluation and participate actively in the broader evaluation community
  • Serves as Project Technical Lead for larger/complex projects
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass
  • Other duties as assigned

Position Requirements

Qualifications

  • Master’s and 10 years, Bachelor’s and 12 years, Associate’s and 14 years, or High School and 16 years of professional experience
  • Degree in Social Sciences, International Development, Education, Public Health, or a related field

Experience and Skills

  • Demonstrated experience leading customized MEL efforts for international development and learning and development programs, including developing MEL technical designs and data collection tools, managing large/complex data collection efforts, leading analysis, and preparing high-quality reports
  • Demonstrated technical expertise in MEL approaches and implementation good practice
  • Strong qualitative research skills, including sample design, instrument development, data analysis (using software), and reporting on qualitative evidence. Quantitative skills a plus and should include good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, and Epi Info
  • An appetite for learning, curiosity, and a willingness to experiment in new ways of working, including sensing, ideating, prototyping, implementing, evaluating, and communicating
  • Ability to think strategically and integrate diverse information from varied sources.
  • Experience in designing and facilitating interactive meetings and workshops
  • Fluency in languages other than English highly desirable
  • Experience implementing USAID monitoring, evaluation, and learning initiatives required. Familiarity with USAID policy and guidance with respect to monitoring and evaluation required
  • Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required
  • Skilled in word processing, database management, spreadsheets (Excel), and web-based programs
  • Strong interpersonal skills and ability to interact with individuals at all levels
  • Experience working with international organizations, including the UN System, US Government, NGOs, and the private sector
  • Ability to work sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility
  • Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
  • Ability to manage time and prioritize tasks, producing quality products and services within tight time constraints
  • The ability to obtain and maintain Facility Access
  • U.S. Citizenship or permanent residency required
  • Experience working or living overseas and ability to travel internationally preferred
  • Fluency in language(s) other than English desirable
  • Experience designing and implementing 508 compliant activities preferred
  • Prior experience in or knowledge of USAID health sector activities strongly preferred
  • Ability to work in an environment committed to appreciative, strengths-based approaches and guide others in using these approaches
