Senior Officer National Society Development At International Federation of Red Cross And Red Crescent Societies

The role is to provide guidance to the Pakistan Red Cross Society on a strategic level on specific priorities identified by the PRCS, to include skills development in strategic thinking and planning.

The Senior Officer-NSD will support the NS to bring all ongoing NS development processes together, provide support to PRCS in the revision of its legal base and in the development of a new Strategic Plan 2021-2025 and National Society Development Framework.

In addition, the position holder will support the PRCS in areas such as leadership development, to include Governance and top management, provide technical support to PRCS to coordinate Movement partners´ support in NSD.

The NSD Senior Officer works and coordinates with the Sr Manager Partnership and Accountability/ Grants, with a focus on National Society Financial Sustainability. The position holder works closely with thematic programme/technical leads to integrate Capacity Strengthening into alignment that supports NSs and stronger localisation.

The NSD Senior Officer will be based in Islamabad with regular travelling across the country as required.

Strategic Planning

  1. To support PRCS to develop/finalise the PRCS Strategic plan 2021-25, in line with the principles of S2030, country context, and the IFRC Agenda for Renewal, for the next 5 years, and assist PRCS to review its strategic focus taking into account government policies and existing capacities to meet these needs as well as non-government organisations’ focus;
  2. To support PRCS leadership to develop its competences in strategic thinking and change management, while supporting PRCS management to implement strategic priorities through operational plans for increased humanitarian impact.
  3. To facilitate the development of long-term NSD plans to address co-identified needs and priorities.

Capacity Enhancement

  1. To assist PRCS to undertake any assessments of its organisational strengths and weaknesses as required and assist PRCS to review its roles and responsibilities based on the priority needs of vulnerable populations;
  2. To assist PRCS governance and management in reviewing its organisational structure, systems & processes, and explore the use of common Federation or external analytical tools where relevant, including internal procedures;
  3. To review the Organisational Capacity Assessment and Certification (OCAC) and Branch Organisational Certification Assessment (BOCA) findings, directly delivering, and/or identifying and mobilising, appropriate technical support for the implementation of the NSD plans to address the needs identified in OCAC, PER.
  4. Support the NS to increase its awareness and use of the FS Framework.

Programming

  1. To assist PRCS manage the Youth & Volunteers (Y&V) programme; assist PRCS in developing clear youth and volunteer recruitment engagement strategies and plans, while exploring the opportunities for incorporating elements of “Youth as Agents of Behavioural Change” and gender & diversity approaches across programmes
  2. To provide technical support to PRCS for reviewing and revising the Y&V policy for the NS.
  3. To oversee the Digitalisation/ERP process of PRCS including coordination with ICRC and Federation membership.
  4. To make NSD mainstreamed into all technical areas of work (DRR, Health, WASH, Migration & Displacement etc).
  5. To oversee the NSD programming including Road Safety, Empress Shoken Fund, National Society Investment Alliance programming and the Capacity Building Fund at PRCS.

Cooperation

  1. To develop, in cooperation with the PRCS OD department, ICRC and PNSs, the NSD technical workgroup as a forum for strengthened cooperation around NSD issues and efficient use of available resources in areas where PNSs are involved e.g. branch, volunteering and HR development.
  2. Initiate relevant research as needed for NSD with academia, the private sector, and other relevant stakeholders.

Coordination of NSD support

  1. Under the guidance of the HoD and within the overall coordination of Movement partnerships in support of PRCS, contribute to the alignment of Movement and non-Movement support to PRCS in areas related to NSD, in line with the principles of the NSD Compact 2019.
  2. Work with the PRCS OD team to develop their Scorecard based on indicators (OCAC, PER, Manila Call for Action) that will highlight various performance achievements and gaps.
