Context:

Under the overall supervision of the Chief of Mission (CoM) in IOM Netherlands and the direct supervision of the Team manager of the AVRR ( Assisted Voluntary Return and Reintegration) field counselling unit and in close cooperation with the other unit heads, the incumbent will have the following duties and responsibilities in order to supervise and lead day-to-day coordination of the activities of the local field team and to facilitate and support the voluntary return of migrants.

Core Functions / Responsibilities:

  • Supervise local field team activity to make sure that AVRR migrant counselling, file management, (data) reporting and (financial)administration and networking activities follow IOM procedures, AVRR guidelines and cooperation agreements with third parties. Monitor the quality and quantity of file management and reporting in the assigned region.
  • In coordination with the Team Manager, delegate tasks and divide the workload to assigned staff within the region. Assess regional needs and propose new activities in anticipation to the aim and assistance provided under the REAN programme.
  • Monitor, evaluate and discuss the performance of local staff members and coach them to support their professional and personal growth and together work on defining and achieving personal development and local team goals. Provide input for and participate in PAS sessions with individual staff members.
  • Act as the IOM contact person in the region for DT&V, COA, municipalities, NGOs and other stakeholders. This includes regular meetings on local management level, ensure good and efficient working relations with third parties, explore new opportunities / expand regional and local cooperation and improve IOM’s visibility on a local level.
  • Coordinate and strengthen local networking and information sessions to stakeholders including migration chain organizations, local government, and NGOs.
  • Stay up to date on local, national and international developments concerning the AVRR target groups and inform AVRR management of relevant local changes.
  • Perform operational AVRR tasks in the field depending on the local needs and region)
  • Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree (BA, or Dutch HBO) in social domain, public administration, or a related field from an accredited academic institution, with four years of relevant professional experience, preferably in similar roles
    or
  • Completed High School degree from an accredited institution, with six years of relevant professional experience, preferably in similar roles.

Experience

  • Strong communication skills
  • Preferably experience in a supervisory role.
  • Experience with giving presentations.
  • Demonstrated experience in building and maintaining a strong network.
  • Experience in working in an international and multicultural (of diverse) environment and familiarity with the work of international organizations are distinct advantages.
  • Demonstrated proficiency with Microsoft Office Suite of applications, including Word, Excel, and PowerPoint as well as Outlook is required.
  • Experience with the target groups relevant to IOM.
  • Knowledge of asylum and migration law and processes and the parties involved.
  • Willing to travel in the Netherlands and preferably have a driving license.

Languages

Fluency in Dutch and English is required.
