Proposal Summary:

The purpose of USAID/Egypt ’s Services to Advance Evidence-Based Learning Contract is to provide performance management, monitoring, evaluation, assessments and research and learning support services and build capacity of USAID/Egypt to implement USAID’s CLA methodology to strengthen the implementation of USAID/Egypt’s CDCS and enhance USAID’s organizational effectiveness. The Contractor will provide services and assist the Mission in planning, designing, conducting, dissemination, and learning from high-quality M&E and research activities.

Position Summary:

The Senior Performance Monitoring and Evaluation Specialist (SPMES) will be responsible for leading and managing the technical work related to performance monitoring and conducting evaluability assessments, evaluation synthesis under this contract.

Responsibilities:

  • Conduct evaluability assessments and evaluation synthesis.
  • Conduct Data Quality Assessments in accordance with USAID ADS 201.
  • Lead the review of activity level M&E plans.
  • Ensure the quality and utility of performance monitoring data.
  • Design and deliver training on MEL to USAID staff and implementing partners, including on complexity aware monitoring.
  • Support Field Monitors by reviewing reporting methods, carrying out training needs analysis, and designing reporting tools.

Qualifications:

  • Advanced degree in a relevant field.
  • Seven (7) years of progressively experience in the following areas: indicator development, data collection and analysis, data quality assessments, and/or performance monitoring and/or reporting.
  • Experience with USAID evaluation approaches. Experience with evaluability assessments preferred.
  • Complementary monitoring approaches such as complexity aware monitoring approaches and methodologies.
  • Monitoring and data collection approaches in non-permissive environments where data transparency is an issue.
  • Substantive experience in utilizing remote data collection and remote monitoring and data collection techniques.
  • Substantive experience leveraging performance monitoring data for adaptive management and learning and the improvement of ongoing activity management.
  • Substantive technical expertise in the design and implementation of evaluations both (performance and impact evaluations) of development interventions.
  • Design and field testing of surveys, questionnaires, and/or other data collection instruments.
  • Project management skills.
  • Exceptional proficiency in English required.
  • Arabic language skills preferred.
