Functions:

The Senior Procurement and Supply Manager leads a team of Procurement, Contract Management and Logistics Specialists and Officers responsible for the acquisition of medicines, health supplies and medical technology required by the Government of Guatemala with an estimated budget of $800 million. The position reports to the Senior Project Manager and has a functional reporting line to the Senior Regional Procurement Advisor.

The Senior Procurement and Supply Manager is responsible for leading the development of procurement strategies, in close collaboration with designated regional advisors and experts, and for managing all stages of national and international procurement of medicines, health supplies and medical technology, from planning to contract completion, including supplier performance evaluation.

Under the direction and supervision of the Senior Project Manager, the Senior Procurement and Supply Manager is responsible for developing and implementing strategic and effective procurement that reflects international public procurement best practices, compliance with UNOPS procurement policy, rules, regulations and procedures, ensuring appropriate risk management and obtaining the best value for money for the procurement of medicines, health supplies and medical technology.

1. Team management

  • Manages and directs a team of Procurement Specialists and Officers responsible for the implementation of procurement activities; responsible for the assignment of tasks, deliverables and compliance with key milestones.
  • Facilitates the commitment and delivery of high quality results and services of the supervised team, through effective work planning, performance management, coaching and promotion of learning and development.
  • Provides oversight, ensuring team members comply with existing policies and best practices.
  1. Leads the development and implementation of procurement and contracting strategies, focusing on achieving the following results:
  • Manage procurement resources and ensure efficient and compliant use of UNOPS policies, procurement standard operating procedures and international best practices.
  • Ensures accountability for actions and performs functions in accordance with safeguards and action plans, as provided for in UNOPS policies, standards and commitments.
  • Coordinates acquisition team interactions with market intelligence and analysis teams, incorporating relevant inputs into acquisition strategy and planning.
  • Oversees overall procurement implementation activities through the use of corporate tools; providing reports, data and statistics.

3. Design and implementation of procurement strategies relevant to the Pharmaceutical and Medical Technology Sector:

  • Collaborate with regional advisors and experts to identify new technologies and innovation in health products/services, evaluate and recommend potential sources of supply.
  • Reviews and advises on strategies and plans involving the procurement of medicines, health supplies and medical technology, including the possible establishment of long-term agreements (LTAs) and the use of existing LTAs, in coordination with key stakeholders.
  • Contributes to UNOPS’ strategic positioning in the field of health procurement.
  • Analyzes and keeps abreast of political and development trends to identify and propose areas for strategic procurement focus and comparative advantage in the healthcare sector.

4. Implementation of contract management mechanisms

  • Coordinates the preparation of contracts for goods and services and their signature by the parties.
  • Oversees contract management and supplier performance evaluation.
  • Carry out effective logistics planning taking into account activities during the different stages of the procurement process to ensure process efficiency and minimize the risks of increased costs and delays and associated environmental damage.
  • Verify that delivery and transportation requirements are the most efficient.

5. Knowledge management and innovation

  • Stay current and incorporate the latest and best practices, approaches and technology to improve procurement delivery and project outcomes.
  • Identify and develop new sets of specialized knowledge required for the implementation of acquisition activities.
  • Proposes innovative solutions to everyday challenges in the area of ​​specialization, including the development of new tools and services.
  • Guide the collection of feedback, ideas, and internal knowledge from the team on processes and best practices, and use them productively.

Requirements:

A. Education

  • University degree (Master’s or equivalent) preferably in Economics, Law, Public Administration, Commerce, Business Administration, Health Sciences, or Procurement and Logistics.
  • A bachelor’s degree may be accepted in lieu of an advanced degree if combined with additional years of experience.
  • Accreditation of acquisitions by recognised learning institutes such as CIPS or ISM is desirable.

B. Experience

  • Minimum 7 years of relevant professional experience in procurement including implementation of complex procurement projects.
  • Experience leading teams is required: When applying in the question Number of Supervised, be specific about the number of personnel you supervised in each work experience and mention the leadership or team supervision tasks you performed in the functions of each position.
  • Knowledge of IT office tools is required (preferably G-Suite, alternatively Ms Office). When applying, please mention which IT tools you have mastered in each work experience.

Experience will be valued:

  • Expert knowledge of World Health Organization (WHO) standards or international standards related to the procurement of pharmaceutical products and medical technology will be an asset.
  • Expert knowledge of the global pharmaceutical and medical technology markets and their respective supply chains will be an asset.
  • Knowledge of UN/UNOPS procurement policies and procedures or public procurement will be considered an advantage.

C. Languages

  • Fluent Spanish is required.
  • An intermediate level of English is desirable.
  • Knowledge of Maya is desirable.
  • Knowledge of Portuguese or French is desirable.
