(Senior) Program and Operations Manager, Indonesia and Malaysia (Local Hire)

The American Bar Association Rule of Law Initiative (ABA ROLI) seeks a Program and Operations Manager (POM) or Senior Program and Operations Manager (SPOM) to support the implementation of projects funded by the U.S. Department of State and other international donors. The (S)POM will provide project management and high-level operational support for activities in Malaysia and Indonesia, working closely with technical and administrative staff in both countries. Current program topics include climate change and human rights, women’s economic empowerment, and strategic litigation. A typical work day for the (S)POM might include holding a project team meeting, reviewing financial reports from a subgrantee, and getting quotes for procurement of office equipment in the morning; holding a planning call with a workshop facilitator, approving travel itineraries for technical staff, and drafting sections of a donor report in the afternoon; and logging into Zoom in the evening for a weekly call with the HQ program management team.

The candidate should have at least five years of experience in project management for the POM level or eight years for the SPOM level, ideally on international donor-funded programs. Fluency in English is required and fluency in Malaysian or Bahasa Indonesia is preferred. The candidate must possess work authorization in either Malaysia or Indonesia and be based in either the Kuala Lumpur or Jakarta metro area. This position will initially be full-time telework but may become office-based in the future. The candidate will initially be hired as a consultant on a contract with ABA ROLI’s USA headquarters.

RESPONSIBILITIES

  • Responsible for oversight of day-to-day administrative tasks of assigned programs and support for technical advisors to ensure all programmatic requirements are being met/exceeded according to the ABA, ROLI, and grantor requirements.
  • Supports development of project work plans and budgets; ensures that field-based activities proceed according to work plans and within budget.
  • Works with partners, provides day-to-day management of subgrants, and oversees accountability for all timely, accurate, and compliant in-country programmatic monitoring and evaluation.
  • Coordinates volunteer legal specialists and consultants; convenes, organizes, and participates in workshops and events; contributes to effective collaboration and relationships to fulfill program objectives within cost constraints and garner additional funding from partners.
  • Assists regional program team in collaboration with ABA ROLI headquarters, local counsel, and Malaysian and Indonesian authorities to ensure that all programs and operations are compliant with local laws and regulations and, if required, have received all regulatory licensing/registrations prior to offering the program.
  • Assists regional program team to ensure compliance with all donor, ABA, US, and Malaysian or Indonesian laws and regulations while supporting the program(s); ensures personal and program compliance with applicable anti-corruption laws.
  • Supports new business development including assisting in capture, proposal development, and budgeting.
  • Supports performance progress and financial reporting to donors, including review of subgrantee reports.
  • Supervises program/project officers, associates, and/or assistants.
  • Performs other related duties as required.

REQUIRED QUALIFICATIONS

  • University degree in international development, business or public administration, global affairs, international relations, or another relevant field. Significant work experience or possession of an internationally-recognized project management professional certification will be considered in lieu of a university degree.
  • At least 5 years of project management experience for the POM level or 8 years for the SPOM level.
  • Experience working with government and other key stakeholders in Indonesia and/or Malaysia.
  • Experience working with colleagues and partners remotely, including using videoconferencing and online collaboration programs such as Teams, Zoom, or Sharepoint.
  • Ability to travel within Indonesia or Malaysia and internationally.
  • Legal ability to work in Indonesia or Malaysia.
  • Fluent written and verbal communication skills in English.

PREFERRED QUALIFICATIONS

  • Experience supporting implementation of regional or multi-country initiatives.
  • Experience supporting implementation of programs funded by the United States government.
  • Fluency in Malaysian or Bahasa Indonesia.
