Position : Senior Program Coordinator
Work Location : Based in N’Djamena, Chad, with regular travel within the country.
Duration : 7 months renewable, from June 2024
Conditions : employee contract, gross monthly salary from €2,729 to €3,244 depending on experience, monthly per diem €600, 100% medical coverage + repatriation insurance + welfare, accommodation and international transport and local as part of the mission, rest every 3 months. Unauthorized family departure.

Presentation of TGH
“Actor of lasting and shared solidarity
Founded in 1994, TGH is a French international solidarity association based in Lyon. It designs and implements emergency, rehabilitation and development programs in the areas of water, hygiene and sanitation, food security and rural development, socio-education and psychosocial support. TGH is currently active in 10 countries in Africa, Europe and Asia.
Presentation of the mission
Since the outbreak of conflict in April 2023 in Sudan, TGH – present in Sudan and in particular in Darfur since 2004 – has developed multi-sectoral projects in consortium with other international and national NGOs in order to meet the needs of populations hit by the crisis in Darfur States, Khartoum and Jazeera State.
Continuing the support provided to populations affected by the Sudanese crisis and aware of the interdependence of the Sudanese and Chadian contexts, TGH has, since November 2023, been registered in Chad where more than 650,000 displaced people have found refuge. TGH intends to implement multi-sectoral projects (notably in Water, Hygiene and Sanitation, Protection and Food Security) to meet the needs of displaced people in the provinces of Ouaddaï and Wadi-Fira as well as local communities extremely affected by the massive influx of population into their underserved and very poor resourced region.
The Sudan mission coordination team works from N’Djamena. In order to develop its activities in Chad, TGH has decided to open a position entirely dedicated to Chad with the role of identifying project and financing opportunities, establishing partnerships and opening a “real” TGH mission in Chad.
Job Description
Under the supervision of the Desk at the association’s headquarters, the Senior Program Coordinator establishes a development strategy and directs the design and, once funding has been obtained, the implementation of WASH, child protection, SAME and education. He/she is responsible for developing programs, establishing partnerships and consortiums and, once the programs are started, supervises their quality.
In collaboration with the Desk and Headquarters Technical Representatives, the Senior Program Coordinator will develop and maintain effective relationships with all necessary stakeholders in the country (donors, United Nations agencies, international and national NGOs, civil society, local population, etc.) and will contribute to excellent coordination between the program and the supports (which will be recruited on the basis of the funding obtained).
This job description may evolve depending on the development of the mission.
His main responsibilities are as follows:
Representation and coordination
- Ensure the representation of TGH in Chad, both in the capital and in the eastern provinces, including within the INGO Forum.
- Develop and maintain effective working relationships with stakeholders in Chad, including international and national NGOs, national and local ministries/authorities and UN agencies.
- Actively participate in UN sectoral and coordination meetings, government coordination meetings and other programming forums in Chad.
- Contribute to program complementarity and synergies by maintaining effective relationships with international and local organizations, particularly those working in targeted geographic areas and the same sectors.
- Maintain effective relationships with donors and support the monitoring of financing opportunities for TGH Chad programs.
- In collaboration with other teams, support the coordination of Sudan’s cross-border activities (supply and transportation) to ensure program needs are met.
Program design and development
- Design and lead the conduct of field assessments based on the needs of populations in need, TGH priorities and funding opportunities in order to propose short and medium term interventions.
- Lead the program development process, writing concept notes/project proposals or providing input to ensure quality before submission.
- Identify potential partners on the ground and at the national level.
- Collaborate with the Desk in the development and refinement of the strategic vision and programming of TGH in Chad.
- Develop and adapt strategies for emergency, rehabilitation and development programs based on in-depth analysis of the context, capacities of TGH and its partners, availability of resources and coordination with the sector and the line ministries of the government.
- [ ultimately ] Lead and coordinate the development and review of sectoral strategies and work plans in accordance with Chad’s national strategy.
General Mission Support
- Contribute to compliance with the security measures applied on the mission and promptly report any violation of these measures.
- Support the implementation of internal procedures in coordination with support departments.
- Support internal improvement processes. Contribute to the sharing of knowledge and information within the TGH team.
- Raise awareness among the program team of the fundamental humanitarian values of humanity, independence, neutrality and impartiality, and promote respect for these values within the team.
[ term ] Program management
- Support the program team in implementing programming and monitoring progress of project indicators and results, ensuring compliance with project proposal requirements, donor policies and sector standards .
- In the absence of designated project managers, play their role with the field team. This includes participating in the writing of reports.
- Contribute to the financial monitoring of the project and the consistency of expenditure with available resources, donor commitments and co-financing requirements, in coordination with project managers and support services.
- Oversee grant management, reporting and communications, ensuring final validation and quality before submission of external reports, updates and other publications intended for external audiences, in coordination with the future Country Director, the desk and technical representatives.
- Ensure program coordination within TGH (between different projects, departments, regions) and with external stakeholders (national and international NGOs, United Nations agencies, etc.).
- For new projects, in collaboration with technical representatives from headquarters, field teams and support services, ensure that the start-up process is adapted (including launch meetings) and that the work plans and Procurement and recruitment plans are developed from the outset.
[ term ] Monitoring, evaluation, accountability and learning
- Guide and support field staff in the effective monitoring of project results/impacts; support the planning and analysis of baseline evaluations, mid-term evaluations and final evaluations; and ensure (notably through project closure meetings) that lessons learned from the project are collected, consolidated and disseminated.
- Support awareness raising among program staff as well as affected populations and local communities about TGH’s compliance and accountability policies (including with regard to the PSEA policy) and TGH’s feedback mechanisms.

- Directly supervise project managers, grants officer, SERA manager and technical managers.
- Identify capacity building needs for staff and partners involved in the response. Participate in strengthening the knowledge and skills of the program team and partners.
- Carry out evaluations of your team members.

Safety, working and living conditions
The Senior Programs Coordinator will be based in N’Djamena, Chad, with frequent travel to the Eastern provinces. Living conditions in N’Djamena are comfortable and equipped with the most modern amenities. On the ground, living conditions are more rudimentary. The current context in Chad/Sudan may lead to a temporary strengthening of security procedures (movement restrictions, etc.). There are regular flights to and from Chad to regional destinations and expats are entitled to R&R breaks every 3 months.
The Senior Program Coordinator will strictly follow the TGH security plan depending on the location of assignment. As the context is unpredictable, TGH will take all necessary precautions to ensure safety and decent working and living conditions without putting the team in danger.
The designated person must be adaptable and ready to move if the context changes.
Profile
Training and experience
- University degree or equivalent field experience.
- At least 3 years of humanitarian field experience, including at least 1.5 years in a team coordination and management position, preferably in one or more of the following sectors: WASH, child protection, education, security food and livelihoods.
- Excellent understanding of the humanitarian framework (norms, actors and mechanisms) and the nexus (iterative link between humanitarian, development and social cohesion contexts and issues)
- Experience in grant management and knowledge of major donor procedures including ECHO, European Union, USAID/BHA, SDC, CDCS, CIAA, FCDO, AFD, UN agencies and others.
- Experience in building partnerships and consortia.
- Knowledge of TGH, how it works and its specificities.
SKILLS
- Ability to represent TGH in high-level coordination meetings with different stakeholders.
- Excellent interpersonal skills.
- Proven ability to work effectively independently and perform different functions depending on the needs of the mission.
- Design, planning and management of programs and projects. Practice in the design and maintenance of monitoring and evaluation systems and tools, collection of quality data, analysis and use of monitoring and evaluation data for decision-making in the framework of the program.
- Excellent communication and writing skills in French. Preferably, oral and written English skills. Knowledge of Arabic is a definite advantage.
- Computer skills.
- Ability to motivate, manage and build the capacity of a team and strong interpersonal skills. Ability to work and support teams remotely, without reducing project supervision.
