JOB BRIEF

Situated on the Strategic Partnerships (SP) team, the Senior Program Officer (SPO) for International Partnerships leads the Institute’s efforts to engage and forge partnerships with key international bodies, including multilateral institutions, international non-governmental organizations and other relevant institutions. The principal focus is on leveraging these partnerships to advance USIP’s key priorities under its mission to prevent, mitigate and help resolve violent international conflict, and secondarily on harnessing USIP expertise to inform better policy and practice in the global conflict prevention and peacebuilding spheres. The SP team operates in close cooperation with Institute leadership, the Congressional Relations team, and with the geographic and thematic programs. The position is based in Washington DC, and reports to the Director of Strategic Partnerships. The SPO for International Partnerships works closely with the Program Officer for Executive
Branch Partnerships.

TARGET SALARY RANGE

Grade 14- $126,000 – $134,000

The Institute uses the General Schedule salary tables for administering compensation. Contractor offers are determined based upon candidate qualifications, related experience, internal equity, and the amount budgeted for the position.

RESPONSIBILITIES
* In collaboration with the Director and the SP team, design and implement overall plan for strategic engagement of global partners focused on driving USIP institutional and programmatic priorities.
* Expand and strengthen relationships between USIP and global partners, including inter-governmental organizations, multi-lateral institutions, non-governmental organizations, and private sector actors.
* Collaborate with Institute leadership, the Congressional Relations team, and regional and thematic programs to identify key opportunities for expanded USIP engagement.
* Plan and implement outreach strategies with key policymakers, officials, experts, and practitioners, both in the field and in DC, to achieve objectives defined by above consultations.
* Advise USIP leadership and staff on opportunities for contributing to policy and practice discussions on priority issues related to national security, conflict prevention and peacebuilding.
* Leverage USIP’s expertise in helping inform relevant policy and practice shaping efforts independently and with other key institutions as a means for enhancing the visibility and influence of the Institute’s experts and programs.
* Organize and support conferences, meetings, and workshops designed to draw on USIP’s convening power to enable exchanges of knowledge that inform more coherent policy and practice.
* Coordinate with USIP’s Office of External Relations and Congressional Relations team to ensure alignment of strategic priorities.
* Support, as appropriate, the planning of events organized by other Institute centers with recommendations about agenda, participants, and audience.
* Develop and manage budgets.

QUALIFICATIONS

* Master’s degree with eight (8) years of experience in political science, economics, security studies, conflict/peace studies, international development, international business or related social science discipline is required.
* Minimum of 10 years of experience in peace building or related fields, including international development, human rights, national security, or international business with direct experience working on policy advocacy and development strongly preferred.
* Deep understanding of international organizations, including multilateral development and finance organizations, as well as other inter-governmental organizations and non-governmental organizations.
* Must be a dynamic leader and a creative thinker with a track record of working on complex policy-practice problems that incorporate diverse perspectives for success.
* Diverse experience building, expanding, and strengthening partnerships and networks of policymakers, practitioners, and experts to advance objectives pertaining to USIP’s mission and priorities.
* Experience implementing peacebuilding, development, or human rights programming in the field desirable.
* Ability to track global policy issues and distill externally written products into relevant information for USIP leadership and staff.
* Demonstrated capacity to manage multiple projects simultaneously, creatively problem-solve, prioritize effectively, and produce results under conditions of uncertainty.
* Ability to speak effectively at high-profile events and to represent the Institute publicly.
* Excellent written and oral communication skills.
* Ability to lead and motivate others, and to work as a team player. Highly effective in working in a cooperative, collaborative manner to produce high-quality results across the Institute’s centers.
